Rep. Seo purchased the real estate in 2015, before the 3rd new city designation, but there were good benefits related to development such as the metropolitan railway project at that time. Moreover, it seems difficult to avoid the’conflict of interest’ controversy in that Rep. Seo was a member of the local council who could first access information on development at the time.

According to the announcement of the property of a new member of the National Assembly Public Service Ethics Committee, which was released in August last year, Rep. Seo owns 438.5m2 of land and 175.5m2 of neighborhood living facilities in Gogang-dong, Bucheon-si. Rep. Seo also reported 31.72㎡ of multi-family housing in Wonjong-dong, Bucheon-si under the name of the eldest daughter. Last year, he reported a total of 429.24 million won for the real estate price (23,359 million won for neighborhood living facilities, 13,725 million won for land, 58.4 million won for multi-family housing). However, according to the Democratic Party’s guidelines for disposing of multiple houses, Congressman Seo sold the eldest daughter’s multi-family housing for 85 million won in August last year. The real estate owned or disposed of by Rep. Seo is about 1.5 km away from the 3rd new town of Bucheon Jangjang district, and all of them are Seo-won districts.

Rep. Seo purchased the property on August 5 and 6, 2015, when he served as a Gyeonggi-do councilor. There is a time difference of about 4 years and 9 months from the time when the Ministry of Land, Infrastructure and Transport designated Bucheon as a public housing district in May of last year. The problem is that there was good development in this area even when Seo bought the real estate. In November 2015, Seoul Mayor Park Won-soon and Gyeonggi Governor Nam Gyeong-pil agreed to jointly promote the wide-area railroad project between Wonjong and Hongik University in Bucheon. Among the Hongdae routes, Gogang-dong, where the Seogwon estate is located, was included. According to Bucheon City, Wonjong Station and Gogang Station will be newly established in this area.
In addition, Congressman Seo also raised the need for Wonjong-Hongdae-seon while acting as a member of the construction and transportation committee of the Gyeonggi-do council. According to the record of the Gyeonggi-do Council Construction and Transportation Committee in September 2017, Rep. Regarding the background of the real estate purchase, the lawmaker clarified on the day that “I bought the land by introducing an acquaintance, and the multi-family house was purchased for the residence of the eldest daughter, but there was no purpose for speculation.” Rep. Seo, a former pharmacist, explained, “The building where the pharmacy was occupied was renovated, and it took about two years to be rebuilt, and the property was purchased as part of private expenses.” But the fact that some of his real estate is tied to the green belt raises doubts about this explanation. As Congressman Seo explained, if the intention was to invest extra funds for two years, it is because there is no reason to purchase a green belt site that is difficult to recover funds in a short period of time.
It is also unclear that Rep. Seo shares the property by half with a specific person. Regarding this, the lawmaker said, “My friend is doing real estate, and he seemed to have a relationship with Mr. A,” and said, “I did it because (my friend) asked me to invest extra money there.” Rep. Seo denied the possibility of a favorable development, saying, “There are two large avenues between the Daejang district and the Daejang district,” even about the fact that it is 1.5km away from the Daejang district of Bucheon, the third new city. Rep. Seo also said, “I bought a multi-family house in the name of the eldest daughter, but that was bad.
