[현장연결] Byun Chang-heum “Suspicious of speculation by LH employees…very terrible feeling”

Yes, the National Assembly’s National Land, Infrastructure and Transport Committee is currently inquiring on an urgent pending question about allegations of speculation in the 3rd new city by employees of Korea Land and Housing Corporation and LH.

Minister of Land, Infrastructure and Transport Byun Chang-heum, who was then President of LH, and LH President Chung-mo Jang, were present.

Let’s look at Secretary Byeon’s current issues and listen to them.

[변창흠 / 국토교통부 장관]

Honorable Chairman Seon-mi Jin and several members of the Congress, thank you for giving us the opportunity to report on the current issues even in the midst of a busy schedule.

I stand here today with a heart that is heavier than ever.

As suspicion of speculation by employees of Korea Land and Housing Corporation over the location of Gwangmyeong and Siheung new towns has been revealed, I am very disheartened as the minister in charge of the relevant department and the former head of LH.

We sincerely understand that something unpleasant has occurred, and we deeply apologize to the people and members of the Congress.

In principle, we are well aware that the people of the people have felt great disappointment and anger over this incident on land transactions within certain categories.

Sincerely, it hurts and regrets.

We accept this as a very serious event that influences public trust, and in order to restore the public’s trust in the future, we will more strictly investigate allegations of speculation than ever before, punish speculators on the principle of zero tolerance, and take quick measures to prevent recurrence. I will arrange it.

The government conducts a thorough investigation into land transactions for all employees of LH and all employees of the Ministry of Land, Infrastructure and Transport through a joint investigation team supervised by the Prime Minister’s Office, including both themselves and their immediate family members.

The National Police Agency’s National Investigation Headquarters also initiated an investigation, and the President emphasized the prompt investigation of the National Investigation Headquarters.

The Ministry of Land, Transport and Maritime Affairs will actively cooperate with the joint investigation led by the Prime Minister’s Office and the investigation by the National Investigation Headquarters so that allegations of speculation will be clearly revealed.

In addition, if the fact of speculation is confirmed, we will take it as a bottom line by making a punishment on the principle of zero tolerance.

In addition, more fundamentally, we will prepare systematic and meticulous recurrence prevention measures to prevent this from happening again.

In principle, employees of real estate-related agencies will restrict land transactions within certain categories and report inevitable land transactions.

We will also introduce a system that allows constant monitoring by imposing property registration obligations on employees of real estate development information management organizations such as the Ministry of Land, Infrastructure, and Local governments, LH, and local corporations.

In addition, we will have a system in which unfairly obtained profits can be multiplied and redeemed.

Dear lawmakers, the real estate market is currently experiencing a slowdown in sales and jeonse prices since the announcement of the 3080 supply plan.

We must not let this situation lead to distrust of the public as a whole and drive the real estate market back into an unstable situation.

In addition to promptly pursuing the aforementioned investigation of speculators and countermeasures to prevent recurrence, the previously announced housing supply countermeasures should also be promoted without any problems.

We will steadily pursue follow-up measures for the 3080 supply measures, such as the disclosure of the candidate site in March, to derive results that can be felt by the public and to secure market confidence in the expansion of housing supply.

We will do our best to ensure that the above-reported matters are fulfilled.

If the lawmakers understand, I will report more details to the Director of Planning and Coordination.

Thank you.
