The Ministry of National Defense announced on the 14th that in accordance with the Defense Reform 2.0 project, “Creating a military facility that coexists with the local community”, protected areas such as controlled protection zones, restricted protection zones, and flight safety zones will be released.

The area is 34.7 times the size of Yeouido, an increase of 31% from last year (7,7096,000,121㎡).

In particular, as the flight safety zone in the area of ​​Seonyeon-ri, Okseo-myeon, Gunsan, Jeollabuk-do was lifted on a large scale, the area to be cleared south of the metropolitan area increased by nearly 70 times from last year (1235,000,233㎡).

In addition, there are 1,4916,000,959㎡ of restricted protected areas in 13 areas including Seo-gu, Gyeyang-gu, Gwangju, Gimpo, Paju, Goyang, Yangju, Gangwon, Hwacheon, Inje, Goseong, Chungnam, Taean, Chungnam, Ulleung, Gunsan, etc. In addition, a controlled and protected area of ​​97,000,788㎡ in Anmun-ri, Yeonmu-eup, Nonsan, Chungcheongnam-do will be released.

The Ministry of Defense said, “Release of protected areas is effective after publication of the official gazette on the 19th,” and said, “Local governments do not need to consult with the military in advance regarding licensing and permits for construction or development of protected areas to be released.”

Separately, 1328,000,441㎡ of controlled protected areas in Paju, Gyeonggi Province, Cheorwon, Gangwon, and Taean, Chungcheongnam-do have been changed to restricted protected areas, and regulations have been relaxed so that new buildings can be built upon consultation with the military.

However, the 3,688,162㎡ agreed by the relevant local governments, such as Yeonsu-gu, Incheon, Donghae and Yeongwol in Gangwon, Danyang in Chungbuk, Sunchang in Jeonbuk, Ulleung in Gyeongbuk, Jinju and Sacheon in Gyeongnam, and Changnyeong, are newly designated as restricted protected areas.

The newly designated protected area is inside the fence of 10 units, including the 1st and 2nd Fleet of the Navy, so there are no inconveniences to residents or restrictions on the exercise of property rights, the Ministry of Defense said.

The protected areas to be lifted, changed, and designated this time were decided after three stages of deliberation by the competent units, joint chiefs, and the Ministry of National Defense in accordance with the’Military Bases and Military Facilities Protection Act’.

Meanwhile, the Joint Deliberation Committee decided to entrust the military’s consultation work on development, etc. to the local government for 64,442,212 square meters, where it is difficult to release the protected area. It is 22.2 times the area of ​​Yeouido.

Construction and development of a certain height or less in the area may be permitted by the local government without consultation with the military.

The Ministry of National Defense explained, “It is necessary to consult with the military only if the building is constructed above the height that the military has entrusted to the local government.”

The Ministry of Defense plans to continue to promote deregulation of protected areas within the scope of military operations.
