As the government made it possible to access this year’s year-end settlement service using a private certificate, the use became more convenient.
On the 15th, when the government opened the year-end settlement simplification service, five types of private certificates were reflected as login methods. ▲’KakaoTalk Wallet’ certificate ▲Mobile carrier’s’Pass certificate’ ▲’Samsung Pass certificate’ ▲’KB mobile certificate’ ▲’Payco certificate’ can be used.
The five types of private certificates introduced in the year-end settlement simplification service were treated as existing private certificates. Until last year’s digital signature law was revised, public certificates (currently joint certificates) were legally more trusted, so private certificates were rarely adopted in areas where personal information protection is particularly important, such as public and finance. In the year-end settlement simplification service, only public certificates could be used.
In line with the enforcement of the revised Digital Signature Act, the government has conducted a pilot project of’Introducing the Expansion of Public Electronic Signatures’ so that the public can access private certificate services that are more convenient to use, and confirmed a list of certificates to be introduced in the year-end settlement service. You can use the existing joint certificate, but if you use a private certificate that is easier to use, you can use the service more conveniently.
Looking at the private certificates introduced in the year-end settlement simplification service, there is a difference in convenience from the certificate issuance procedure first.
In the case of joint certificates, first of all, face-to-face identification was required. Currently, when the non-face-to-face service has been established due to Corona 19, the identity of the person is authenticated through a separate authentication method such as a security card. Security programs such as digital signature, firewall, keyboard security, and log collection required by the issuer must also be installed. The password for the certificate must contain at least 10 characters and at least one alphabetic character, number, and special character.
Private certificates differ slightly by service, but the issuing process is simpler than joint certificates. In each service app, you can verify your identity through mobile phone authentication and biometric authentication, and then select a simple authentication or biometric authentication method to use for the service.
The digital signature method using a certificate is also provided as a simpler method than the existing public certificate. Biometrics such as face and fingerprint, pattern authentication, PIN number authentication, etc. can be used. The validity period of the certificate is also supported for 3 years, longer than 1 year supported by the existing public certificate.

If a private certificate is issued, the scope of use in the public sector will increase in the future. As a result of this pilot project, these private certificates were also introduced in the Government 24’Service for issuing a certified resident registration for year-end settlement’ on the 13th. On the 29th, 5 types of private certificates can be used in the’Civil Petition and Proposal Application Service’ of the National Newspaper.
The government also plans to introduce private certificates on other public websites. If it is issued on the basis of year-end settlement, it is highly likely that it can be used on other public websites in the future. For this purpose, the Ministry of Public Administration and Security has established a’common base for digital signature authentication’ service that allows the pilot-introduced private certificate services to be easily and quickly introduced to other public institution websites.
