In addition, Democratic Party Rep. Yang Gyeong-suk announced on the 17th that to prevent inter-floor noise, it has proposed an amendment to the Housing Act that requires punitive damages if not properly constructed to reduce floor impact noise when constructing apartments.

The amendment provided the grounds for the use of unrecognized products or illegal construction, causing damages to tenants to be liable for compensation up to three times the amount of damage, and for illegal construction companies to suspend business or cancel business registration.

In addition, it was added to the supervisor’s job to check whether a product that was recognized for the floor impact sound performance class was installed.

According to the status of complaints received from’Korea Environment Corporation’ under the Ministry of Environment, △19,495 cases in 2016 △22,848 cases in 2017 △28,231 cases in 2018 △2019 26,257 cases △42,250 cases in 2020, an increase of 61% last year, the highest number in the last five years.

The current law stipulates standards for the structure and facilities of houses, such as the facility layout of houses built and supplied by the business entity, the structure to block floor impact sound, and the structural strength.

Accordingly, the floor thickness construction standards were reinforced as of 2005, but the continuous conflict between floor noises between neighbors due to the unsuccessful construction of apartment houses has been raised as a social issue.

Rep. Yang said, “The occurrence of interfloor noise is also the responsibility of the contractor who built the house incorrectly in the first place.” I see.”

Both lawmakers are also preparing amendments to the Framework Act on Construction Industry and the Construction Technology Promotion Act in order to prevent construction companies from constructing expediently.
