Will the welfare of poor sailors improve? Ministry of Maritime Affairs and Fisheries implements standard fishing boat system

On the 29th, the Ministry of Oceans and Fisheries enforces a notice containing the legal basis for the introduction of the standard fishing vessel type. The enforcement of this notice is expected to lead to a turning point in fishing conditions through standard fishing vessel types.

The standard fishing boat system is a system to ensure safety by excluding spaces related to crew, food, clothing, and shelter, such as crew rooms, cooking rooms, and toilets, from the scale of permits to improve welfare conditions and apply more reinforced safety standards in terms of resilience.

According to the standard fishing vessel type announced by the Ministry of Maritime Affairs and Fisheries in August, basic crew welfare spaces such as crew rooms, toilets, cooking rooms, rest rooms, and hospital rooms are excluded from the measurement of the vessel’s permitted tonnage. The stability test target is extended to small fishing vessels less than 24m.

Fishing vessels less than 24m long without a full water line, which is a ship indicating the limit to which the hull can be submerged due to cargo loading, should also be marked with a full water line so that the risk according to the load can be identified in advance. The new standard was to be installed only on the upper deck so that the additional welfare space was not used as a place to store fish.

Most of the offshore fishing boats operating in the sea near Korea are powered fishing boats or non-powered fishing boats with a gross tonnage of 10 tons. Many ships were built in the 1970s and 1980s with only high fishing volumes and high fishing intensity in mind. Because of this, there is insufficient space for the safety and welfare of the crew. In most cases, the space inside the ship is narrow and the environment for the crew is also poor.

Moreover, due to high ship prices, new ships are not being built smoothly and are often replaced with used ships, resulting in aging fishing vessels. The Ministry of Maritime Affairs and Fisheries estimates that 50% of the 40,000 offshore fishing vessels in Korea will reach 50% by 2025. The poor structure and aging of fishing boats are pointed out as a cause of safety accidents and a decrease in the number of young sailors.

The Ministry of Maritime Affairs and Fisheries is promoting the next-generation safety and welfare type fishing boat development (R&D) project that develops and distributes standard ships for 10 industries offshore by investing 24.2 billion won from 2017 to 2021.
