The detailed implementation plan for vaccination against the novel coronavirus infection (Corona 19) will be announced on the 28th. Ahead of vaccination, which will be implemented next month, the government will disclose details including priority vaccination targets, vaccination institutions, implementation standards, and post vaccination adverse reaction management system.

According to the Central Disaster and Safety Countermeasure Headquarters on the 27th and the Central Defense Countermeasure Headquarters (Bang Daebon), the government will hold a briefing at 2:10 pm on the 28th to disclose the vaccination implementation plan. It has not been confirmed who will give the briefing, but it is highly likely that Jung Eun-kyung, head of the Department of Defense and Korea Centers for Disease Control and Prevention.

The Ministry of Health and Welfare and the Korea Centers for Disease Control and Prevention (KCDC) presented a large-frame vaccination plan with the goal of forming group immunity in November by providing a free first vaccination for 70% of the population by September through the New Year’s work plan on the 25th. did. According to this, in the first quarter, employees of nursing hospitals, elderly medical welfare facilities, and high-risk medical institutions, in the second quarter, employees 65 years of age or older and medical institutions and home-based elderly welfare facilities, and those with chronic diseases and adults (19-64 years old) in the third quarter. Proceed with vaccination. As most of the Corona 19 vaccine is twice vaccination, prioritization is set up until the third quarter, and from the fourth quarter, the second vaccination and non-vaccinated people will be vaccinated.

In addition, inoculation institutions are classified according to the vaccine platform. The’mRNA (Messenger Ribonucleic Acid) Vaccine’, which is difficult to store like Pfizer and Moder, is planned to be inoculated through about 250 vaccination centers nationwide. Pfizer vaccines should be kept at around -70 degrees Celsius and modder vaccines should be kept at -20 degrees Celsius, so preparing a freezer is essential. It is known that the vaccination center will utilize separate local government operating facilities such as a local gymnasium.

Viral vector vaccines such as AstraZeneca and Janssen are expected to be vaccinated through about 10,000 private medical institutions. The government is planning to designate a place that meets the designated criteria among the consigned medical institutions for national vaccination projects as vaccination institutions. In addition, in the case of special facilities such as military or nursing homes, vaccination is administered by the institution itself or by visiting a local public health center.

The government plans to hire about 6,000 people in vaccination centers and about 25,000 people in medical and administrative personnel in general medical institutions by securing human resources trained for vaccine characteristics. To this end, the private sector dispatches medical personnel groups and volunteer groups such as the Korean Medical Association, the Korean Hospital Association, and the Korean Nursing Association, and related ministries dispatch doctors and nurses in public affairs and public hospitals, military doctors and military nurses, and administrative personnel, respectively.

A system for managing adverse reactions after vaccination is also established. The government is planning to look for previously unknown adverse reactions through joint monitoring and monitoring of the Korea Disease Administration and the Ministry of Food and Drug Safety, vaccination assistant applications (apps), and an active adverse reaction monitoring system through medical institutions. At the central government level, a joint damage investigation team has been established within the’Corona 19 Vaccination Response Promotion Team’ where relevant ministries such as the Korea Disease Service Agency, Food and Drug Administration, and the Ministry of Public Administration and Security participate, and evaluate the causality of severe adverse reactions and the use of vaccines. An organization dedicated to vaccination will be established to oversee the inspection of adverse reactions after vaccination at vaccination centers and consigned medical institutions.

If the causality of vaccination and adverse reactions is confirmed, compensation will be made through the national compensation system for vaccination damage. The government is also planning to closely manage the entire process, such as vaccine supply and demand management, vaccination guidance, advance reservation, vaccination registration, and monitoring of adverse reactions by establishing a separate integrated system for COVID-19 vaccination.

Meanwhile, the government has signed vaccine purchase contracts with the international project’COVAX facility’ and four pharmaceutical companies such as AstraZeneca, Janssen, Pfizer and Modena, securing a total of 56 million people. In addition, the purchase contract for 20 million people with Nova Bax is almost completed, and when the contract is finalized, a total of 76 million people will be secured. Among them, when the initial volume of Kobax reaches 50,000, it will be the first to enter Korea early next month. The AstraZeneca vaccine is expected to be introduced from February to March, the Janssen Modena vaccine will be introduced in the second quarter, and the Pfizer vaccine will be introduced in the third quarter.
