In the first year of the Corona 19 incident, the whole country is being shaken with the second disaster support fund.
Apart from the government’s third disaster subsidy, Ulsan City and Gyeonggi Province have announced that they will provide the second disaster subsidy with their own funds, and other local governments are also entering into internal review. Some local governments said, “We also want to provide secondary subsidies, but we don’t have a budget,” and said, “If there is a polarization between local governments, who give and who cannot, depending on the circumstances of the local governments, the relative deprivation between residents will be greater.”
On the 11th, the Maeil Economic Daily confirmed the disaster subsidies support plan of local governments across the country, as a result of which Ulsan City and Gyeonggi Province, among 17 provinces, confirmed their own support plans.
Among the basic organizations, 10 places, including Dongducheon-si and Yeoncheon-gun, Busan-si Jung-gu and Gijang-gun, Haenam-gun, Yeongam-gun, Mokpo-si, Suncheon-si, Jeollabuk-do, Jeongeup-si, Gangneung-si, Gangneung-si, and Sancheong-gun, Gyeongnam, have provided or are planning to provide secondary disaster assistance. Most of the support is 100,000 won per person.
The Gyeonggi-do council made an official proposal to Gyeonggi-do for the second basic disaster income support. Gyeonggi Province Governor Lee Jae-myeong said, “Thank you for the deep consideration and determination of the Gyeonggi-do Council,” and said, “I will consider from the perspective of the citizens and the community about whether and whether the second basic disaster income is paid, the scale, target, and timing.
Gyeonggi-do’s second basic disaster income is different from Ulsan City, which decided to provide assistance before Gyeonggi-do. Ulsan City, which plans to provide disaster assistance before the Lunar New Year holiday, is a household (100,000 won per household), whereas Gyeonggi Province targets one resident. Accordingly, there is a difference in the size of the budget. Ulsan City’s total disaster support fund is 46.7 billion won, but 1,399 million people (as of November last year), including foreigners, reside in Gyeonggi-do, so even if only 100,000 won per person is given, 1.4 trillion won is needed.
Among the basic organizations, Dongducheon-si and Yeoncheon-gun in Gyeonggi-do decided to support the second disaster subsidy early at the end of last year, and Gyeonggi-do provided a total of 1.4 billion won in special adjustment grants to those regions that decided to pay the second disaster subsidy. On this day, Busan Jung-gu, which entered the application for disaster assistance, will pay 100,000 won per person until the 29th, and Gijang-gun before Lunar New Year holidays. In Gijang-gun, which began filing online in December last year, 92.5% applied for the second disaster subsidy. Gangneung-si has been paying 100,000 won per person to all citizens since the 8th.
Youngam-gun, Haenam-gun, Suncheon-si, Jeollanam-do, and Jeongeup-si, Jeollabuk-do, will pay 100,000 won per person before the holidays, and Mokpo will provide a disaster support fund of 100,000 won per person to seniors aged 65 and over.
In particular, in March last year, Gyeonggi Province, which announced the plan to pay basic disaster income for the first time in a nationwide regional organization, expanded the disaster subsidies to the national agenda, leading the atmosphere this year, and other local governments are also deepening their concerns.
Incheon city is considering additional support for the government’s third disaster subsidy. Gangwon-do also decided to establish a direction by examining the economic effects of the government’s third disaster subsidy.
The city of Seoul has set aside for selective support. Since the 28th of last month, Seoul has been issuing’prepaid gift certificates’ for 100 billion won for small business owners whose business is limited due to social distancing. In addition, 800 billion won will be invested for companies affected by Corona 19, such as small businesses suffering from collective bans and business restrictions, and financing will be provided at an interest rate of 0.56% without limit screening up to 30 million won. An official from the Seoul Metropolitan Government said, “We do not have a plan to pay because there is not enough budget to pay for universal disaster support,” he said. “There is room for discussion depending on the change of the situation.”
