Allegations of speculation by LH employees in the Gwangmyeong Siheung District are spreading in all directions. It is also a situation that raises suspicion that the number of land transactions suddenly increased before and after the time of purchase by LH employees.

When LH employees bought land, land transactions surged

On the 5th, the Hankook Ilbo surveyed land transactions in Gwangmyeong City and Siheung City, Gyeonggi Province from 2017 to last year using the Korea Real Estate Agency statistical system. As a result, the amount of land transactions increased before and after the time when LH employees bought the land in the Gwangmyeong Siheung District.

What stands out is in August 2017, when an LH employee purchased a lot of land in Gwangmyeong City. It was the first land purchase in Siheung District of Gwangmyeong by LH employees who were suspected of speculation, and the volume of land transactions at that time increased unusually.

Gwangmyeong-si pure land (land excluding buildings) sold in August 2017 amounted to 138 lots, a 76.9% increase from the previous month. Of these, 36 parcels (26.1%) were bought by residents of Seoul. In general, the industry interprets Seoul citizens’ purchase of land in other regions as investment purposes.

The transaction trend at other times when LH employees bought land in Gwangmyeong was also unusual. According to the Ministry of Land, Infrastructure and Transport, LH employees bought a lot of land in Gwangmyeong-si in January and February 2018. In particular, in February of that year, there were 94 lots of pure land traded in Gwangmyeong City, and 43 lots (45.7%) were purchased by residents of Seoul. The final version of the’Goyang Changneung District Development Initiative Chart’ was prepared on March 16, 2018, the following month. It is highly probable that other candidates for the 3rd new city would have been materialized by this time.

It is a suspicious situation, but the government is in a position that it did not consider the Gwangmyeong Siheung District as a candidate site at the time. In Siheung City, land transaction volume surged in the month following LH employees bought land

Anomalies were detected even before and after the time when the land was purchased in Siheung City. It was in April 2018 when an LH employee, suspected of speculation, bought the first land in Siheung City in Gwangmyeong Siheung District. The amount of pure land traded for this month was 619 lots. However, in May, the next month, the trading volume jumped to 877 parcels. In just one month, the sales volume increased by 41.7%. Since then, until August of that year, more than 800 land transactions have been traded every month.

The phenomenon of’increased transaction volume after purchasing land for LH employees’ also appears at other times. Compared to September 2019, when LH employees bought the land in Gwarim-dong, Siheung-si, the volume of pure land transactions increased by 90% (410 → 779 lots) in the following month. In February of last year, another purchase period, land transactions increased by 26% in a month from 667 lots to 843 lots the following month.

Beyond personal deviation… “The bigger problem is not to consider conflicts of interest”

Some believe that such trends in land transactions are unusual. It is possible that an operational force aiming for land compensation, beyond the personal deviation of LH employees, may have intentionally entered the Gwangmyeong Siheung District. However, even if there was an operational force, the identity is still in question. This is because when rumors of new town development circulate, speculators guess the rough candidates and jump into buying.

“It is difficult to conclude that the LH employees have joined the operational forces,” said Lim Jae-man, a professor at Sejong University’s real estate department. .

Meanwhile, President Moon Jae-in ordered on the 5th to investigate whether former Blue House employees and their families had previously speculated on land in the third new city area.
