A three-year-old girl wandering the streets wearing only underwear in a cold temperature exceeding -18 degrees Celsius was discovered by a passerby, and the police investigated whether or not to neglect.
The Seoul Gangbuk Police Department announced on the 10th that it is investigating the charges against A(3)’s mother B for violation of the Child Welfare Act (child neglect). On the 8th, she was found wearing underwear in front of a convenience store on the street about 100m away from her residence.
According to the police, at around 5:40 pm on the 8th, a passerby found that Miss A was crying in front of a convenience store in Gangbuk-gu, Seoul, and reported it to the police. It is known that Ms. A appealed to a passerby, asking “help” while exposed to danger, such as getting her underwear wet in the toilet. Upon receiving the report, the police dispatched with an official of a child protection agency and an abuse prevention police officer (APO), and met Mr. B, who was on the way from work. The lowest temperature in Seoul on this day was -18.6 degrees Celsius, the coldest day in 35 years.
It was investigated that Ms. A had been alone for about 9 hours after her mother, B, came to work in the morning, was unable to endure hunger and came out of the house for a while, but was unable to enter the house because he did not know the password for the door. Mr. B is known to have admitted that Ms. A was left alone for a long time and then came out of the house, but claimed that he did not abuse it.
However, considering the fact that the house was full of trash that it was difficult to raise, the police separated Ms. A as a relative’s house.
The police said, “We are comprehensively looking at why the child was crying and whether or not the mother was habitually neglected.”
