[천지일보=정다준 기자] Amidst the global supply and demand for automotive semiconductors, the government has entered into consultations with major producers to ensure a smooth procurement of automotive semiconductors. In the mid to long term, it promised to invest 200 billion won worth of research and development (R&D) expenditures to strengthen domestic industrial capabilities.

On the 10th, at the ‘6th Innovation Growth Big 3 Promotion Meeting’ held at the Government Complex in Seoul on the 10th, the government announced’Strategies to respond to short-term supply and demand of semiconductors for vehicles and strengthen industrial capacity’.

Hong Nam-ki, Deputy Prime Minister of Economy and Ministry of Strategy and Finance, said at the meeting that “the intensifying supply shortage of semiconductors for vehicles that depend mostly on overseas imports is having a significant impact on the production of finished cars.” As demand is also increasing rapidly, it is urgent to improve the supply chain and preoccupy the mid- to long-term supply chain as well as to resolve short-term supply and demand anxiety.”

The government believes that the supply shortage of semiconductors for vehicles will continue until at least the third quarter, and in the short term, in order to prevent disruption to the production of finished cars, strengthen cooperation with major countries, overseas semiconductor companies, and associations will be promoted through private and public channels. In particular, it is reported that discussions are underway with Taiwan, which is the consignment production of a number of automotive semiconductors.

The government provides support for overseas procurement, such as provision of quarantine services for entry and exit, ▲ emergency support for customs administration, such as simplification of customs clearance procedures, and support for emergency discovery and performance certification of semiconductors for vehicles that can be supplied in a short term. Afterwards, a rapid screening for exemption from quarantine will be applied when entering and leaving the country related to the procurement of semiconductors for vehicles, and vaccination against the novel coronavirus infection (Corona 19) will also be promoted for outbound businessmen.

In addition, in the second quarter of this year, an early competition for the’modal performance evaluation project’ in the automotive semiconductor field is also underway. This is a project to support early commercialization of automotive semiconductors by helping to evaluate the performance of automotive semiconductor parts and modules developed by domestic companies. The related budget is 40 billion won, and the funds are invested in the first half of the year after a survey of corporate demand.

Along with this, we will develop core technologies and strengthen production capabilities so that we can preoccupy the automotive semiconductor market in the mid to long term. First, it has decided to invest 204.7 billion won by 2022 to develop core semiconductor technologies for future vehicles, such as the development of next-generation intelligent semiconductor technology and autonomous driving technology.

In addition, based on industry demand, new tasks for electric vehicle power control semiconductor modules, autonomous driving communication semiconductors, artificial intelligence (AI) semiconductors, and integrated control semiconductor modules for each area will be planned.

In addition, when companies are promoting the expansion of foundries related to the production of semiconductors for vehicles, they will also review innovative preferential support, such as an industrial structure enhancement program. The Ministry of Industry is planning to analyze future strategies and review investment plans from the first half of this year in order to strengthen support for domestic foundries. It was decided to come up with specific support measures through consultations with major foundries such as Samsung Electronics, DB Hi-Tek, and Key Foundry.

On the other hand, close cooperation between companies is also promoted, centering on the’future car-semiconductor solidarity and cooperation council’. Working-level discussions are conducted every other week, and the results of the discussions are presented to the consultative body. In addition, the company plans to regularly hold’Automobile/Semiconductor Tech Day’ to regularize cooperation channels between supply and demand companies.
