A method of differential payment of subsidies according to the rate of decrease in sales to small businessmen who were directly hit by corona 19 quarantine measures, such as banning groups of 5 or more people, is being considered. It is predicted that the 4th subsidy additional correction budget will include the job creation budget ordered by President Moon Jae-in, and the scale will increase to around 15 trillion won.

According to the Democratic Party along with government ministries on the 21st, the party government plans to announce plans for the 4th disaster subsidy payment and the 1st supplementary arrangement as early as the 25th through a joint briefing. With consensus on the principle that the 4th subsidy should be paid’broader and thicker’, the party government has been discussing ways to compensate for the blind spots excluded from the previous disaster subsidy support.
President Moon Jae-in said at a meeting with the leadership of the Democratic Party on the 19th, “The 4th disaster subsidy should be supported as wide and thick as possible because the damage has been extensive and deep as the corona 19 situation has prolonged.”
As for the 4th subsidy payment method, a method of differential payment of subsidy at a flat rate according to the decrease in sales of small business owners is being considered promising. At the time of the 3rd subsidy payment, the government paid 3 million won to businesses prohibited from collectively and 2 million won to business restricted businesses regardless of the decrease in sales. Although they were not subject to collective prohibitions or restrictions, they uniformly paid 1 million won to general industries where sales declined.
The government plans to divide the 4th subsidy into groups according to the rate of decrease in sales of small business owners, and to support the subsidy by group. Subsidies for groups prohibited from collective, restricted business, and general industries are being discussed in the range of 4 million to 5 million won.
In addition, the baseline for subsidies for general industries is expected to increase from less than 400 million won in annual sales to less than 1 billion won in annual sales. The government provided a subsidy of 1 million won per person per month for up to 6 months to companies that worked in special employment support industries last year or hired workers who were unemployed in the aftermath of Corona 19. If an additional budget is secured through an additional supplement, the amount of subsidies and targets will be expanded.
A plan to increase the target and scale of the employment maintenance subsidy is also being discussed. The employment maintenance subsidy is a system in which the government pays part of the leave and leave allowance to business owners who take paid leave or leave due to worsening employment. The government created a budget of 1.3728 billion won this year, which is only half the amount of support last year.
As the target of the 4th disaster subsidy is expanded from the time of the previous 3rd subsidy payment and the budget for employment countermeasures is included, the supplementary bill will be around 15 trillion won. The supplementary bill is expected to be announced at the latest in the second half of the week and presented to the Cabinet Meeting on March 2.
