This year, universities in Busan have been recruiting for an additional’everything scale’ (reported on page 1 of the Busan Ilbo on February 23), but it turned out that they recruited new students to a level that was far below the number of students. Hundreds of colleges have fallen short of the number, and colleges with serious circumstances are reluctant to even provide materials for recruiting freshmen to the media.

On the 3rd, when the final enrollment of new students in the 2021 academic year of local university districts was summarized, the National University of Pusan National University recorded 99.74%, and Pukyong National University recorded 99.8%. The enrollment rates of these two universities are similar to those of last year. Among private universities, Dong-A University achieved an enrollment rate of 99.26%, Kyungsung University 98.8%, and Dongui University 94.5%.

Recruitment of the previous level of reduction in the school age population

A significant number of private colleges do not reach up to hundreds of students

Reluctant to even reveal the final fill rate

Fiscal burden Restructuring pressure seems to be overwhelming

On the other hand, the Catholic University of Busan, which has an 80.35% registration rate, has 180 unfilled personnel. It is said that many private universities in Busan have received such a shabby report card this year. In the end, it is refusing to provide data on the status of recruitment. It is estimated that the number of unfilled students at these universities can range from as few as 100 to as many as hundreds. If there is a large shortage of enrolled students, it is expected that the pressure for restructuring of departments and manpower will increase as it acts as a burden on school finances.

Local universities select a large number of people from occasional recruitment, and conduct regular recruitment, including those who have not been able to fill them. If that doesn’t work, additional recruitment will be conducted, and this year’s final result is the result. The status of recruitment of new students will be announced in August. A university official in Busan expressed the difficulty of recruiting new students, saying, “I am reluctant to go near the admissions team right now.” An official at B University said, “All faculty and staff have made every effort to attract new students this year, but the results are not very good, so the overall atmosphere is heavy.”

Junior colleges are also difficult to assess. At Kyungnam Information University, the registration rate for freshmen fell from 91.3% last year to 74.8% this year. There are over 600 unfilled personnel alone. Even this university, which ranks first among the junior colleges in Busan, is having a hard time recruiting new students, so it is worth guessing the circumstances of other junior colleges.

With this situation in which local universities are faced with a direct hit from the declining school-age population, voices are gaining support from bold investments in local universities and the need for an’exit strategy’ for orderly exit from marginal universities. The Ministry of Education also included the induction of quota reduction and management of limited private schools in the ‘2nd Basic Plan for Supporting Local Universities and Regional Balanced Talent Development (2021~2025)’ announced on the 28th of last month. In this plan, the Ministry of Education divided regional universities into three categories: △financially selected universities, △financially unselected universities, and △financially limited universities. Systematize the steps for corrective actions and closing procedures for universities with limited financial support and other universities with risky financial conditions.

According to the Ministry of Education’s policy, it is pointed out that the most important school corporation’s recognition of the exercise of property rights has been omitted. An official from C University in Busan said, “The Ministry of Education’s policy of cutting off all financial aids with a simple indicator to test colleges has not changed significantly.” “When the school closes, the school corporation should receive part of the school’s land price. “I asked.
