“Uh, the lower house is guided…Why is only my house paying the tax?”

◆ Disclosure price surge ◆

The aftermath is intensifying due to the government’s rapid increase in public prices. Criticism on the calculation standard is pouring out as there are several places where the increase in the public housing price of apartments has risen significantly higher than the actual market price. Particularly in some regions, complaints are aggravating as cases of’published rubber band prices’ have been confirmed.

Actually, as a result of Maeil Economic Daily, two houses facing the same floor have different quoted prices, so there is a case of mixed interests in the subject of comprehensive real estate tax imposition. There have also been several cases where the list price increase this year has changed for households with the same area of the same area, which had a similar quoted price until last year.

On the 16th, Maeil Economic Daily inquired about the published price through the posted real estate price alert by the Ministry of Land, Infrastructure and Transport. As a result, the official price of Room B on the 14th floor, 114㎡ of area dedicated to Daerim Byucksan, Junggye-dong, Nowon-gu, Seoul, was 910 million won, which was the first subject of taxation this year. Room A, which faces this house, was exempt from the tax tax at an official price of 891 million won this year. Considering the fact that the two households are on the same floor and the same area, the taxation of the jongbu tax was mixed with one corridor facing each other.

Nowon-gu has an average of 34.66%, the highest increase in the Seoul autonomous district this year. Following the steep increase in the public price, the public price is calculated in a flash, and there is also a backlash from residents here. A nearby C-authorized official said, “Since the two houses are facing each other, the actual apartment sale price does not differ. It is not understandable that the market price is the same, but the published price is different and the tax burden is different.” did.

In Sejong City, where the official price rose by 70.68% this year, a case of calculating the published price was confirmed. In Saemom-dong Saemom Village 14 Complex, which is evaluated as one of Sejong City’s’Daejang apartments (highest-priced apartments),’ the public price of apartments in the same area of the same complex was reversed, and there was a case of mixed joys and expenses in the subject of taxation.

The publicly announced price of the 12th floor B of the 1404 complex last year was 544 million won, lower than the 10th floor A (published price of 547 million won last year). However, this year, the official price of No. B was 94 million won, which was subject to the taxation, while No. A avoided the taxation with the published price of 899 million won. The government’s official valuation of A and B changed within a year, and accordingly, the tax burden also showed a big difference.

In Hadeul Village Complex 6, Sejong City, the quoted prices for the upper and lower houses, which were evaluated at the same quoted prices until last year, have changed this year. The publicly announced price was the same at 520 million won last year for the 9th floor A and the 10th floor B of the 603 building, but this year, the published price was changed to 889 million won for the A and 949 million won for the B. As a result, with one floor in between, the lower house avoided the tax tax, and the upper house was beaten.

Shinhan Bank Real Estate Investment Advisory Center Manager Woo Byung-tak said, “If you are a single homeowner, it will not be a big problem, but if you are a multi-homed person, the story will be different.”

The problem is that there are many places where the actual apartment complex situation and the rate of increase in published prices are different. On this day, the Citizens’ Federation for Economic Justice Practices criticized it, saying, “Stop the manipulation of government real estate statistics that do not fit the future and disclose the basis for calculation.

Although there are frequent requests for disclosure of the basis for calculating the published price, the government is in a position that it is difficult to disclose. An official from the Ministry of Land, Infrastructure and Transport said, “We are well aware that there are cases in which the price varies according to the published price within a specific complex,” and “We are calculating the published price according to the actual transaction price and the actualization rate.” Experts point out that standards should be disclosed even to reduce resistance from excessive tax burdens. Professor Kwon Dae-jung of the Department of Real Estate at Myongji University explained, “As a matter directly related to tax, the evaluation method must be transparently disclosed, and the government must also calculate the publicly announced land price with a sense of responsibility.” The government is receiving objections to the published prices, but only 2.4% of all objections were made to adjust after accepting opinions last year. Last year, 3,7410 objections were filed against the public housing price, of which the government accepted only 915.
