Earlier, a citizen from a civic organization requested an investigation to the National Newspaper of the National Police Agency on January 7th, asking,’Please thoroughly investigate whether Rep. Hwang Unha and his party are allegedly violating the Infectious Disease Prevention Act and the Solicitation Ban Act’. The National Police Agency, which received the complaint, assigned the case to the Daejeon Central Police Station, a district of Hwang, but transferred the case to the Daejeon Police Agency, taking into account the seriousness of the police case.

This incident occurred on December 26 last year. Rep. Hwang had dinner with a former mayor of Daejeon and an entrepreneur (President Hwang) at a restaurant in Jung-gu, Daejeon. Later, as it became known that three acquaintances were together at the table next to the same period, controversy about the violation of the quarantine rule was raised. At that time, in Daejeon, social distancing was under way, and private gatherings with more than 5 people were banned. On the controversy, Rep. Hwang said, “I met my acquaintances by chance.”

The case was known to the outside as the former mayor and the sponsoring chairman who had dinner with Hwang were confirmed as a new coronavirus infection (Corona 19), and Hwang was also examined. Daejeon Jung-gu Office concluded that “Rep. Hwang and his party did not violate the prohibited matters and there was no major problem in the quarantine procedure.”

Controversy arose over the cost of meals. Hwang’s table meal expenses (150,000 to 160,000 won) were paid by the businessmen who were present. Afterwards, Rep. Hwang said that he delivered his share (50,000 won) to the businessmen.

In the meantime, the police investigated (phone) the complaints, and then investigated the attendees at the meal meeting, restaurant owners, and officials from the quarantine authorities (Daejeon Jung-gu Office). With the conclusion of the police’s internal affairs, it is more likely that Hwang will receive only a fine (100,000 won) from the quarantine authorities.

An official from the Daejeon Police Agency said, “The investigation team is determined that it is impossible to investigate the violation of Rep. Hwang’s quarantine regulations and the solicitation prohibition law.”
