Tourism industry breathtaking… EU Commission proposes’digital green certificate’ for free movement in the region

The Associated Press reported that the European Union (EU) executive committee made a proposal on the 17th (local time) to establish a’digital green certificate’ system to facilitate free movement within the EU. If realized, it is expected that the tourism industry, which has been hit by the aftermath of the novel coronavirus infection (Corona 19), will be energized.

According to the Associated Press, the EU Commission has proposed issuing this certificate to EU residents who have been vaccinated, recently tested negative in diagnostic tests, or who have recovered from Corona 19 and have antibodies.

The proposal of the EU Commission is intended to facilitate movement between EU member states and will be discussed at the EU summit scheduled for 25-26. For this proposal to be implemented, it must be approved by the EU Summit and the European Parliament.

“With this digital certificate we aim to help member states restore freedom of movement in a safe, responsible and reliable way,” said Ursula Ponderrayen, EU Commissioner.

The EU Commission added that vaccination is not a prerequisite for travel and that all EU citizens have the basic right to move freely within the EU, whether vaccinated or not.

EU officials are also hoping that the certificate will help convince member states to lift travel restrictions introduced to prevent the spread of COVID-19.

The 27 EU member states recently achieved consensus on the need for a Corona 19 vaccination certificate or a’vaccine passport’. However, there is still no consensus on how to use it in detail.

Some member states are hoping to ease quarantine measures, such as issuing certificates to people who have been vaccinated against Corona 19 so that they can travel, go to restaurants or concerts.

In particular, Greece, Spain, Italy and Portugal, which are heavily dependent on the tourism industry, have strongly supported the introduction, hoping that such a system could take a breather in travel.

On the other hand, France and others have shown a position that it is premature because many EU citizens have not yet been vaccinated.
