Introduction of hydrogen specialized company confirmation system and hydrogen sale price reporting system

The world’s first enacted hydrogen law will take effect tomorrow.

The Ministry of Trade, Industry and Energy announced on the 4th that the’Hydrogen Economy Promotion and Hydrogen Safety Management Act’ will take effect on the 5th. According to the Ministry of Industry, the enactment of sub-laws (enforcement decrees and enforcement regulations) for the implementation of the hydrogen law will be announced on the 5th after all procedures including public hearing, legislative notice, regulatory review and legal review, and deliberation and resolution of the State Council are completed.

With the implementation of the Hydrogen Act, a new hydrogen-specialized enterprise identification system will be introduced. A hydrogen specialized company refers to a company whose proportion of investments, such as hydrogen business related sales or hydrogen business related R&D, falls within a certain standard among total sales. The government provides administrative and financial support, such as R&D demonstration and overseas expansion support, to hydrogen specialized companies. The Hydrogen Convergence Alliance Promotion Team, an agency dedicated to the promotion of the hydrogen industry, provides technical and management consulting for hydrogen-specialized companies and support for manufacturing prototypes through the’Hydrogen Desk’. Companies that want to be confirmed as a hydrogen specialized company can apply to the Hydrogen Convergence Alliance Promotion Team starting on the 5th. The promotion team will review whether the applicant company meets the criteria for hydrogen specialized companies.

There is also a system to report the selling price of hydrogen at hydrogen filling stations. The hydrogen charging station operator must report the selling price of hydrogen to the agency in charge of hydrogen distribution (Korea Gas Corporation) through the website from the 5th. KOGAS plans to disclose the hydrogen sales price of each charging station on the website like the oil price information system (Opinet). In addition, a system for requesting installation of hydrogen charging stations and fuel cells will be introduced. The Minister of Industry may request facility operators such as industrial complexes, logistics complexes, highway rest facilities, public garages, etc. to install charging stations, and the facility operator who received the request shall comply with the request unless there is a special reason.

In addition, it is possible to designate a specialized hydrogen complex and conduct a pilot project. The Ministry of Industry may designate a’hydrogen-specialized complex’ that integrates hydrogen companies and related support facilities and supports the development and distribution of hydrogen cars and fuel cells, and related facilities. When the Mayor/ Do Governor applies for the designation of the complex, the evaluation committee of the Ministry of Industry is formed, reviewed, and confirmed through deliberation by the Hydrogen Economy Committee. The Ministry of Industry may also conduct’demonstration projects’ such as infrastructure construction projects related to hydrogen production, storage, transportation, and utilization, as well as prototype production and demonstration projects. Depending on the pilot project, it is possible to provide subsidies, build related infrastructure, and protect intellectual property rights.

The Ministry of Industry is planning to establish a plan for designating a hydrogen-specialized complex and implementing a hydrogen pilot project in the first half of this year. The Hydrogen Law also contained the hydrogen economy implementation promotion system such as the Hydrogen Economy Committee, hydrogen economy support policies such as fostering hydrogen specialized companies, and safety regulations for hydrogen products and facilities such as water electrolysis facilities.
