[세종=이데일리 원다연 기자] The number of involuntary unemployed people increased to the largest ever due to the closure of business and dismissal following the Corona 19 shock. The government also took an emergency because the employment index is expected to deteriorate to the worst level ever due to the’reverse base effect’ caused by the surge in the number of employed in January and February of last year. In addition to the existing job countermeasures, the government is increasing fiscal jobs centering on the public sector, and is pouring out measures to support small businesses that are being pushed to the streets due to the strengthening of social distancing for the third month.

According to microdata from the Economically Active Population Survey at the National Statistical Office on the 17th, the number of involuntary unemployed workers who had been unemployed for less than one year as of December last year was counted as 2.196,000. This is an increase of 48.9% from the same standard of 147,000 in 2019, the highest ever since 2000 when the unemployment statistics standard was changed. An involuntary unemployed person refers to a person who quits a job due to labor market reasons such as closure or closure of a job, early retirement or layoffs, lack of work or poor business.

Last year, among the reasons for unemployment of involuntary unemployed people,’temporary and seasonal work completion’ was the most common with 1.15,000, followed by’no job or business sluggish’ with 485,000. Following that, there were 347,000 people in honorary retirement, early retirement, and layoffs, and 259,000 people were’closed/closed at work’.

The problem is the employment index for this month and next month. This is because the employment index is expected to deteriorate to the worst level due to an adverse base effect from the year-on-year improvement in the employment index significantly due to the influence of the government’s job business in January and February of last year, before the aftermath of Corona 19 began in earnest. Deputy Prime Minister Hong Nam-ki said on the 13th that “indicatively tough employment conditions are expected to continue until February.”

To prevent this, the government plans to significantly increase the number of fiscal jobs invested in the first quarter. It plans to hire more than 70% of the size of direct jobs planned for this year in January and February, including 500,000 in January and 700,000 in February. In addition, 63,000 new jobs for social services such as child care assistants were discovered this year, of which 44.3% (28,000) were hired during the first quarter, and 45% of the number of employees employed by public institutions this year were hired during the first half.

Additional public welfare measures to defend the economy will also be released this week.

In particular, the company is also promoting unconventional financial support to break the vicious circle of unemployment as temporary financial difficulties lead to business deterioration. △ A special loan amounting to 38 trillion KRW to small business owners and SMEs △ A plan to extend the maturity of loans and guarantees of KRW 53.9 trillion, including policy financing (10 trillion KRW) and commercial banks (43 trillion KRW). .

In addition, the government has accelerated so that the emergency employment security subsidy for specially employed workers and freelancers who did not receive the first and second emergency employment security subsidies and the support for commerce and industry can be provided to 2.5 million people, which is 90% of the total amount of support before the New Year holidays It is a plan to pay.

Park Young-beom, professor of economics at Hansung University, said, “It would be correct to see that the government pouring out finances to create jobs is a social security policy rather than a job countermeasure.” Pointed out.
