Citizens’ petitions to punish the adoptive parents who were accused of abusing Jung In-yang to death were pouring into the court, and it was revealed late that the investigative prosecutor also submitted the petition.

According to the Seoul Southern District Act on the 6th, about 700 petitions were filed with the Adopting Parents Tribunal from the 11th of last month to this day. Among these were the complaints from prosecutor Kim Jeong-hwa (42, 37th Judicial Research and Training Institute), the Women and Children’s Crime Investigation Department, the Seoul Southern District Prosecutors’ Office in charge of the Jung In-yang case. Prosecutor Kim filed a complaint on the 31st of last month.

In the legal community, it is unusual for a prosecutor to submit a complaint to the court. An incumbent prosecutor said, “It is common for the trial prosecutor or the prosecutor in charge of the case to submit a written opinion to the court department in the form of an opinion,” he said. “It is rare to make a complaint.”

An official at the Southern District Prosecutors’ Office explained that “a lot of complaints from citizens are being received not only by the court but also through the prosecution. Although the basic investigation was over while prosecuting the adoptive parents, it is the prosecution’s job to maintain the prosecution so that an appropriate judgment can be made in the court. To this end, the prosecutor in charge of the investigation, not the Tribunal, is planning to take charge of the prosecutor who enters the case court.

Meanwhile, the 13th Criminal Division of the Seoul Southern District Law (Director Hyeok-Jae Shin) said, “There is a concern that it may affect the judgment of the court.” The court also said, “The number of petitions received by Jung-in reached a degree that it was difficult to enter into the system,” and said, “We decided to compile it directly into the record instead of computer input.” The amount of complaints received so far is considerable, and as we expect there will be many complaints to be received in the future, only complaints will be classified and managed as separate books.
