The opposition from the landowners in Gyosan Hanam is the issue of inadequate compensation and immigration measures, and complaints about the amount of deductions for land compensation. Seonhaji is the land under the line, that is, the land on which extra-high voltage overhead wires are installed. LH suggested the amount of land price subtracted by the value of the usage fee while calculating the amount of compensation for such land, which KEPCO established superficies and paid for use by land owners. Land owners who met at Hanamgyosan said, “The Ministry of Land, Infrastructure and Transport’s self-investigation cannot be trusted, and should be expanded to a prosecution investigation.” He said, “There were suspicions of speculation even at the time of the development of the Mass and Gam-il housing district,” he said. “I doubt that there might have been speculation by government officials that were not revealed in the third new town. I doubt the Ministry of Land, Infrastructure, and Transport will conduct a sincere investigation.”

Compensation procedure is the competing process, and it is acting as a major obstacle as the credibility of the LH and the Ministry of Land, which is the subject of reimbursement, is cracked. According to LH, none of the 3rd new towns have completed compensation so far.

Given this situation, there are concerns in the real estate industry that it will be difficult for the government to provide housing for the third new city as planned. However, some believe that the government will enforce the land expropriation system for compulsory acquisition of land for public service reasons regardless of the compensation negotiation process.

The Blue House and the Ministry of Land, Infrastructure, and Transport are also planning to promote the supply plan for the 3rd new city so that there is no disruption.
