In the event of a whistleblowing to detect a secret collusion, the Fair Trade Commission pays a reward to the informant after discussing the deliberation committee. It is known that the investigation of this collusion case was also initiated by a whistleblower.
The Fair Trade Commission basically sets a penalty payment of 10% up to 5 billion won, 5% for the section exceeding 5 billion won and less than 20 billion won, and 5% for the section over 20 billion won.
However, not all of this money is rewarded, but the evidence submitted by the informant is divided into four stages: top, top, middle and bottom, and rewards a certain amount from the basic payment amount.
The FTC recently discovered a collusion with the reference price of scrap metal purchases for Hyundai Steel, Dongkuk Steel, Daehan Steel, YCase Steel, Korea Steel, Korea Steel, and Korea Special Steel, and imposed a total penalty of 382 billion won and issued a corrective order. It is the fourth largest of the fines issued by the FTC. The FTC also accused Hyundai Steel, Yamato Korea Holdings, Korea Steel, and Daehan Steel four of the prosecution.
As a result of the survey, the FTC explained that these seven companies agreed and implemented the range and timing of changes in the reference price for purchasing’steel scrap’ (scrap metal), which is a raw material for rebar from 2010 to 2018. This collusion was led by Hyundai Steel and took place in the Yeongnam and Gyeongin areas depending on the location of the factory. Unlike the Yeongnam area, where all seven companies participated, only Hyundai Steel and Dongkuk Steel participated in the Gyeongin area, where the excess demand for scrap metal was small.
According to the Fair Trade Commission, 7 companies in the Yeongnam area held a total of 120 meetings of scrap iron purchasing team leaders from June 2010 to April 2016 (average 1.7 times per month) and asked to reduce the standard price of scrap metal by 5 won per kg. Agreed. Purchasing team leaders wrote pseudonyms such as’Ja-ryong Oh’ and’Ma Dong-tak’ when booking meetings, and proceeded privately to the company’s superiors, and paid special attention to security such as prohibiting the use of corporate cards and using only cash, the FTC said.
