The government has rolled up its arms to leap to become the No. 1 country in the autonomous vehicle sector.

Four ministries, including the Ministry of Trade, Industry and Energy, the Ministry of Science and ICT, the Ministry of Land, Infrastructure and Transport, and the National Police Agency, initiated a new project competition for the’Autonomous Driving Technology Development Innovation Project’ in 2021 on the 15th. It announced on the 14th that it will invest 32 billion won). This year, it will provide 85 billion won for 53 new development projects.

Four ministries, including the Ministry of Industry, plan to focus on supporting five areas, including: ▲Vehicle convergence new technology ▲ICT convergence new technology ▲Road traffic convergence new technology ▲Service creation ▲Ecosystem establishment, with the goal of completing the convergence level 4 fully autonomous driving base by 2027.

■’Development of new vehicle fusion technology’ aiming at world-class vehicle technology

The government aims to raise the level of autonomous vehicle technology from 82% in 2018 to more than 93%.

The core technology of Level 4 autonomous vehicles is ▲ autonomous driving computing technology ▲ cognitive predictive sensing technology ▲ precise positioning technology ▲ cooperative control technology ▲ autonomous driving-passenger interaction technology ▲ safety design technology.

Concept of vehicle fusion new technology technology development

This year, it will invest 18.2 billion won on 15 tasks such as ▲ core cognitive sensor module ▲ AI-based high-performance computing technology ▲ autonomous vehicle platform, and start development.

Level 4 variable focus function video camera, 4D image radar, 3D lidar, integrated safety control technology for emergency situations, vehicle parts test standards and evaluation technology development.

■’Development of new ICT convergence technology’ that can support level 4 or higher autonomous driving

To reinforce autonomous driving safety and enhance intelligence, ▲ a 3-tier autonomous driving structure that connects a high-performance cloud server and edge computing for transportation infrastructure ▲ Vehicle communication (V2X) that connects inside and outside the vehicle ▲ We develop security technologies.

This year, it will develop 13 tasks (21 billion won), including ▲ autonomous driving recognition, judgment, and control AI SW technology ▲ autonomous driving learning data collection and processing technology.

Specifically, it includes autonomous driving AI integrated framework development, data stitching technology development, conversion technology for sharing learning data between heterogeneous vehicles, ultra-high speed V2X low-latency safety connection technology, and autonomous driving simulation technology.

■’Development of new road traffic convergence technology’ for safe operation of level 4 autonomous vehicles, which is difficult to implement only with vehicle sensors.

Road traffic facilities and convergence plans, and cooperation plans among various traffic entities such as drivers, vehicles, pedestrians, infrastructure, and traffic centers are developed.

This year, it will invest 20.2 billion won on 11 tasks such as ▲digital road and transportation infrastructure convergence platform ▲road situation awareness advancement technology.

Crowdsourcing-based digital infrastructure convergence platform, infrastructure sensor-based road situation awareness advancement technology, future road design and demonstration technology for autonomous cooperative driving, level 4 test bed construction, level 4 response traffic object recognition advancement and adverse conditions resolution, when autonomous driving is mixed Road traffic control technology, etc.

■’Creation of self-driving service’ for the mobility support of the transportation disadvantaged and demand-responsive public transportation

It plans to develop a variety of services, such as support for the mobility of the disabled and the elderly, such as mobility support for the disabled, autonomous public transportation services that respond to real-time demand, self-driving shared vehicle services, and emergency vehicle traffic support for public safety.

This year, we will allocate 8.3 billion won to develop three projects such as ▲ support for the traffic weak ▲ public transportation responding to demand ▲ road traffic infrastructure monitoring and emergency recovery support.

■ Support for building an autonomous driving ecosystem

It has decided to develop a global standard system and test standards to lead the world in autonomous driving, and aims to reflect more than five international standards. In addition, it will develop safety evaluation technology for collision situations and an autonomous driving traffic accident analysis system while improving related laws and systems.

This year, 11 projects (17.4 billion won) related to ecosystem construction, including standards and safety evaluation technologies, will begin.

It included autonomous vehicle driving safety evaluation technology, integrated security safety evaluation technology, autonomous vehicle traffic accident analysis method and reproduction software, and high-risk accident factor control technology tasks in the era of autonomous driving.

■ Project management plan

The four ministries plan to set their business goal as’to lay the foundation for commercialization of convergence level 4 autonomous driving’ and provide full support for commercialization of outcomes.

In order to increase the possibility of commercialization and spread business results, it is planning to plan a demand-linked project that requires participation of demand companies such as automobile manufacturers and core parts companies (primary partners). Related tasks include the development of technology for commercialization of computer platforms based on autonomous driving architecture, development of autonomous driving perception prediction/intelligent control vehicle parts test standards and standard evaluation technology.

In the selection and evaluation of projects under the Ministry of Industry, the points for commercialization and economic feasibility are increased from 30 points to 40 points, and it is obligatory to submit the commercialization history of the implementing agency.

It plans to actively reflect the rapidly changing trends in the autonomous vehicle market by applying a moving target system that can flexibly change the task goals and forming and operating a consultative body with companies that require autonomous driving.

The results of the ICT field are provided in an open SW method so that startups, companies, and academia can freely use them.

In addition, it is planning to increase public acceptance of autonomous driving by developing 7 major autonomous driving services that the public can experience and demonstrating it in an urban living lab demonstration environment from 2023 to 2027.

In particular, the four ministries plan to increase business performance by avoiding sporadic and competitive business promotion and establishing a practical cooperation system.

In the process of preparing the project, the four ministries enacted the’cross-ministerial joint operation and management regulations (training)’ at the end of last year through a cross-ministerial council composed of manager-level public officials and professional agency officials. In March, the’Autonomous Driving Technology Development Innovation Project Group (tentative name)’ is officially launched to accelerate the integrated management of the business and creation of business results.
