The draft made on the basis of the so-called construction review on the previous day (18th) was decided as the’Special Act for the Construction of Gadeokdo New Airport’. It is an implicit expression that the purpose of the bill is limited to’construction’ of a new airport. In the beginning, the Democratic Party’s draft (Jeong Ae Han) inserted’construction promotion’ in the name of the bill to make use of the purpose of securing the start and completion of construction as soon as possible under a special law, but it was changed during the review process. The word’promotion’ was clearly included in the’Seoul Metropolitan Area New Airport Construction Promotion Act (1991)’, which can be seen as the basis of the Incheon International Airport Act.

The name defines the scope of the measure. Representatively, the provisions of the original draft (Limited Ae Plan, Article 3 No. 4) containing the basic direction of’Early Construction for the Successful Hosting of the 2030 Busan World Expo’ have disappeared. It means that it has given up its will to build an airport quickly by December 2029. Rep. Jeon Jae-soo (Busan Bukgang Seogap), who attended the press conference of the Democratic Party’s National Balanced Development Special Committee, said, “The leadership of the People’s Power has hurried down to Busan and said that it will run the Gaduk New Airport before the election. I’m putting it.”

Some point out that the pre-feasibility study simplification clause should also be grounded as the original draft. Under current law, Sata only needs to be initiated within 12 months. Even if the special law is passed on the 26th, it will take three months to take effect, so there is no possibility of wasting up to two years for the results of sata to come into effect.

In particular, there is a strong voice that the provisions of the establishment of a separate airport corporation (Article 30 of the Hanjeong Ae bill) must be reinserted. Currently, public institutions for airport operation include Incheon International Airport Corporation, which manages Incheon Airport, and Korea Airports Corporation, which operates 14 other private airports. For airport construction and professional airport operation and maintenance, a separate Gadeok Airport Corporation Establishment is essential. A key official in promoting the new airport said, “If you create a separate construction, you can create a truly new airport that the local people want, free from the collective egoism of the Ministry of Land, Infrastructure and Transport, which is buried under the monopolistic system in the metropolitan area, and sluggishly promotes airport construction and intervenes in operation.” In the case of a preliminary feasibility study, however, the provisions that the Ministry of Strategy and Finance, which had been stubbornly opposed to it, withdraws, is expected to reflect the provision that “can be exempted”.

As such, the Democratic Party immediately expressed concern over the draft special law, which was “out of the ordinary” and repeatedly expressed its position to save the original draft as much as possible. Representative Lee Nak-yeon emphasized that “we are trying to reflect the original draft of the special law of our party as much as possible, including exemption from pre-feasibility investigation,” regarding the treatment of the special law at the meeting of the chairman of the city and provincial party. Democratic mayoral candidates for Busan took immediate action. Preliminary candidate Byeon Seong-wan began a single-person protest at the front gate of the National Assembly in the afternoon, urgently in Tokyo, demanding the passage of the original draft law. On the morning of the 19th, candidates Byun, Kim Young-chun, and Park In-young both visit the National Assembly and hold a press conference with Park Jae-ho, chairman of the Busan City Hall, demanding the implementation of key issues of the special bill.
