When an apartment in Godeok-dong, Gangdong-gu, Seoul, banned delivery vehicles from entering the ground road, a delivery driver was putting down a delivery box to be delivered at the entrance of the apartment. He said that it is difficult to deliver by generation on foot, and said, “Four cars of three couriers are laying down packages in front of the entrance.”
According to Apartment A on the 4th, due to the decision of the residents’ association, vehicles on the ground road in the apartment complex were completely banned from the 1st. The reasons were safety accidents and concerns about damage to facilities. The apartment side had to move all parcels through the underground parking lot, except for emergency vehicles and moving vehicles.
However, there was a problem with the general parcel delivery vehicle (boarding vehicle), as the body was higher than the height limit (2.3m) to the underground parking lot. It is impossible to enter the parking lot. In this apartment of about 5000 households, the’courier riot’ broke out immediately. In front of the security room near the back door of Apartment A, there were about 1,000 delivery boxes piled up in a row. Residents said, “My wife told me to bring kimchi quickly, so I came in a hurry. Double-earners have to leave the parcel for several hours in the hot sun. What if the food goes bad?” Along with the reaction, they were concerned about damage and loss of the item.
Delivery drivers are also in trouble. One courier driver said, “There was a request from the apartment to change to a low-floor vehicle that can access the underground parking lot, but drivers who are private businesses cannot afford to remodel the car after spending millions of won and months of private expenses.”
Both residents and courier drivers are experiencing inconvenience, but the apartment side has sufficiently announced the access control policy since last year, saying, “Only some drivers are doing’gut sales’.”
The management office said, “Initially, this apartment was designed as a’park-type apartment’, where cars do not move on the ground.” It was explained to the effect that the residents made this decision as it increased.
As the delivery crisis continued, discussions to find an alternative began in the online community where about 3,500 residents of Apartment A joined. Some residents have proposed creating a path for delivery vehicles or so-called “silver delivery”, in which the elderly re-delivered to each household.
In 2018, a parcel delivery disruption occurred in an apartment complex in Dasan New Town, Namyangju, Gyeonggi-do. Meanwhile, this is not the first time such a conflict has occurred. In Dasan New Town in Namyangju, Gyeonggi Province, and Songdo International City in Incheon, the apartment side banned parcel delivery vehicles from entering the complex, resulting in conflict.
According to the construction industry, more and more construction companies have been designing apartments in the form of a ground park in order to increase the convenient space for residents since several years ago. Instead of not creating roads within the complex, vehicles are allowed to access each building through an underground parking lot, and green spaces are created on the ground and used as parks, walkways, and communities.
However, it became a problem because the law that set the height standard of the underground parking lot could not keep up with the reality. This is because the minimum floor height standard is only 2.3m, and construction companies designed the parking lot according to this’minimum standard’. The reason that construction companies did not raise the height of the parking lot above the minimum is because of the construction cost.
As new ground park-type apartments are increasing and similar problems arise one after another across the country, the government has also come to amend the relevant regulations. Since January 2019, the height of the entrance to the underground parking lot has been increased to 2.7m in the case of ground park-type apartments.
However, apartment A was approved for construction prior to the government’s regulation change, so the parking lot entrance elevation was not reflected. In the industry, it is pointed out that there is no clear solution other than the coordination of opinions between the courier company and the apartment residents by selecting a designated courier location or re-delivery within the complex.
