According to the Office of the People’s Power, Ji Sung-ho on the 1st, the eldest son, born in 1974, has refused to notify the public whenever his father’s property is disclosed from 2000 to the present. Even if a high-ranking public official is classified as an independent livelihood who can make a living without financial support, the notification may be rejected with the permission of the Public Officials Ethics Committee.
In the case of the eldest son, income has been generated since 1998, and in 1999, it was the first to be included in the scope of candidates for property reporting. However, in January 1999, the address was moved to the basement floor of a 15-pyeong Youngbin Villa in Sinsa-dong, Gangnam-gu, Seoul, and was classified as earning an independent livelihood and was excluded from notification.
However, this Youngbin Villa has been owned by Candidate Chung’s father-in-law since 1994. In addition, ownership of this building was inherited in November 1999 to candidate Jung’s spouse, Mr. Kim. In other words, the eldest son, who maintained an independent livelihood, was actually living in a building owned by his mother. However, when looking at the property report in 2000, in the spouse column of candidate Jung, the status of acquisition of real estate ownership and sales proceeds was not recorded, and only ‘100 million won increase in bonds between autographers’ was reported.
Assemblyman Ji also suggested that the reason why the eldest son refused to notify the property until he transferred resident registration to his mother’s residence was the purpose of real estate finance and gift tax avoidance. Across the alleyway on the basement floor of Youngbin Villa, where the eldest son lived for 1 year and 8 months, there is a Comet Mansion, because this building is owned by Eui-Yong Jeong and No. 101 of Building 2 and his maternal grandfather. In other words, the reason for living in a 15 pyeong underground villa is ambiguous in the presence of a father and grandfather’s house.
It is also a question of how a newcomer in society was able to purchase an apartment sale ticket worth 174.7 million won without the help of his parents and pay for living in a 40-pyeong Apgujeong modern apartment. Candidate Jung’s eldest son relocated his residence to Hyundai Apartment in August 2000, and paid a premium of 74.21 million won in October 2002, and paid the entire sale price of the apartment in Seongdong-gu, Seoul.
Based on KB Kookmin Bank’s market price information and housing price trend, the jeonse price of a 40-pyeong apartment in Apgujeong at the time of August 2000 is estimated at 290 million won. In other words, in two years, without the help of their parents, they raised 300 million won worth of jeon tax, and in less than two years, they also paid nearly 200 million won for pre-sale.
Rep. Ji said, “If candidate Jung’s false property report is itself a reason for disqualification as a public official due to a violation of laws and regulations, and the purpose is to evade the child gift tax, he will have to give himself up as a candidate for minister. We urge you to clarify the facts, such as the cost, the reason for moving into the mother’s villa, the source of funds related to the Gangnam Apartment residence, and the details of contract relationship and gift tax payment.”
