The fate of Units 3 and 4 of the Shinhanul Nuclear Power Plant in Uljin-gun, Gyeongsangbuk-do, which were suspended due to the government’s policy of leaving nuclear power plants, passed to the next government. On the same day, as the designation of the Yeongdeok Cheonjijeon Hall project was withdrawn, the final procedure was followed.

The Ministry of Trade, Industry and Energy announced on the 22nd that it had extended the approval period for the construction plan of Shin Hanul Units 3 and 4 until December 2023, when KHNP applied.

KHNP received a permit for the power generation project of Shinhanul Units 3 and 4 in February 2017, but after that, the construction was stopped as the government pushed for a nuclear power plant policy.

If a business operator who has obtained a power generation business license under the Electricity Business Act does not receive a power generation license within four years without justifiable reasons, the license will be revoked. In addition, participation in new power generation projects for the next two years is also restricted. The expiration of the license period for Shin Hanul Units 3 and 4 is until the 26th.

Accordingly, KHNP’s side applied for an extension of the construction plan approval period to the Ministry of Industry on the 8th of last month, saying, “It is necessary to maintain the business license until related systems such as cost preservation are in place.”

The Ministry of Industry explained that the purpose of the extension of the period is not to “restart the business, but to prevent disadvantages to the business operator (KHNP) when the business license is canceled, and to maintain the business license for a limited time until a system for smooth business termination is established.”

An official from the Ministry of Industry said, “It is difficult to revoke the business license under the Electricity Business Act because KHNP has not received the approval for the construction plan of Shinhanul Units 3 and 4 due to the energy conversion policy without any faults. It was judged that it was reasonable to extend the plan approval period.”

Meanwhile, the Yeongdeok Cheonjijeon Project in Gyeongsangbuk-do is expected to end as planned by the government and KHNP. This was when the Ministry of Industry decided to withdraw the designation of the planned area for the Yeongdeok Cheonjijeon Power Development Project through consultation with related organizations such as Yeongdeok-gun.

The Ministry of Industry and Industry plans to announce the withdrawal of the designated area for the Cheonjijeon Project through deliberation and resolution in accordance with the’Power Development Promotion Act’ after finishing the administrative notice that is enforced for 20 days from this day.

Earlier, after the government announced the energy conversion roadmap and the 8th basic power supply and demand plan in 2017, KHNP decided to terminate the Cheonjijeonjeon project through a resolution of the board of directors and applied for withdrawal of the designation from the Ministry of Industry.

Yeongdeok-gun also hoped to withdraw the designation of the planned area after KHNP’s decision to terminate the project, fearing that residents continued to suffer due to restrictions on development activities and delayed promotion of other local support projects.
