On the morning of the 9th, the Meteorological Administration announced that freezing was observed in the Han River two years after 2018. The Han River did not freeze last year due to warmer weather than usual.

This freezing appears to have appeared after recording below -10 degrees Celsius for four consecutive days, with the lowest daily temperature in Seoul on the 8th falling to -18.6 degrees, the lowest in 35 years. It is four days earlier than normal. The average annual price of the Han River ice is January 13, and the sea ice is January 30.

Freezing on the Han River is based on the vicinity of Hangang Bridge in Noryangjin. If the band-shaped area around 100m upstream of the second and fourth piers of the Hangang Bridge is completely covered with ice and the river is not visible, it is considered to be frozen. On the other hand, if the frozen water surface melts and any part of it is exposed and does not refreeze, it is believed that it has thawed.

The observation of freezing of the Han River began in 1906, and the fastest freezing time since observation was December 3, 1934. The latest is February 13, 1964. There were also eight times when the Han River did not freeze: 1960, 1971, 1972, 1978, 1988, 1991, 2006, and 2019.

Meanwhile, with cold weather warnings still in effect in most parts of the country, the minimum temperature this morning stayed at around -20 degrees Celsius in central and Jeollabuk-do, and 10 degrees below zero in other regions. The maximum temperature during the day is also slightly higher than the previous day, but it is expected to be 5-10 degrees lower than the normal year, and the wind is slightly strong, so the perceived temperature will be lower.
