It is the vice minister’s greeting in three months following the replacement of 10 vice ministers at the end of December last year. The Moon Jae-in administration was finalized by replacing loans whose tenure was more than one year. As President Moon’s government approval rating fell to the lowest level after taking office, it is also a paving stone to continue the driving force of state administration at the end of his tenure, amid a lame duck crisis. Following the vice-minister-level greetings, he is planning to reorganize state affairs with a reorganization that will be held before and after the Seoul-Busan mayoral by-election on the 7th of next month. Hwang Seong-gyu, a standing member of the Metropolitan Area Transportation Committee (57), was appointed as the 2nd Vice Minister of the Ministry of Land, Infrastructure and Transport, and Choi Young-joon (55), the head of the Unification Policy Department of the Ministry of Unification, was selected as the Vice Minister of the Ministry of Unification. Kim Woo-ho (58), deputy head of the Ministry of Innovation, was appointed as the head of the Ministry of Personnel Innovation, Lim Jae-hyeon (57), the head of the taxation department of the Ministry of Strategy and Finance (57) as the head of the Korea Customs Service, Jeong Seok-hwan, the former head of the Ministry of National Defense Policy (60) as the head of the Military Manpower Administration, and Choi Byung-am, the deputy chief of the Forest Service (55), as the head of the Korea Forest Service. A key official at the Blue House explained, “All eight people are single-households, and there are no landowners with speculation related to the new city.”

Vice Minister Yong Hong-taek graduated from the Department of Electrical Engineering at Hanyang University and was a graduate of the Technical Examination and served as Director of Science and Technology Policy and Information and Communication Industry Policy Officer at the Ministry of Science and ICT. Second Vice Minister Cho Joong-sik took the course from the Blue House secretary to the vice-minister.

Second Vice Minister Hwang Seong-gyu is from Jinju, Gyeongsangnam-do and has been involved in the transportation field at the Ministry of Land, Infrastructure and Transport. Vice Minister Choi Young-joon is a policy coordinator for North Korea who served as a policy planner and head of the North-South Cooperation Zone Development Planning Team at the Ministry of Unification.
