Announcement of subsidies for small businesses, special type workers (special notices), and freelancers who have suffered damage from the third spread of the novel coronavirus infection (Corona 19) this week will begin. The actual execution will also take place next week.

According to the Ministry of Strategy and Finance on the 3rd, the government will announce the support fund for small business owners and the emergency employment security support fund on the 6th. This is a procedure for officially notifying the public of the details of the third disaster support fund before starting the project in earnest.

The support fund for small business owners is provided to a total of 2.8 million small business owners with annual sales of less than 400 million won, which were banned or restricted in accordance with the government’s quarantine guidelines and sales declined last year compared to last year. It gives 3 million won to the prohibition of collective business, 2 million won to the collective limit, and 1 million won to the general industry.

The Emergency Employment Stability Support Fund for Special High Schools and Freelancers is a project that provides 500,000 won (applicants) and 1 million won (new support) to 700,000 special high school and freelancers whose income has decreased due to the prolonged Corona 19.

The government plans to first provide subsidies to those who have previously received subsidies for small business owners and special high schools, and then provide new support. For existing applicants, this is because the government already has the relevant data, so it is possible to quickly execute funds.

On the 6th, there will be an announcement of the Emergency Employment Stability Support Fund for special high school and freelancers. Information text messages will be sent to those who have already received support (650,000 people). Those who are willing to receive the grant will be deposited between the 11th and the 15th after completing the simple application process online.

Even if it is not regular, a person who earned income from labor can receive an emergency employment security subsidy of up to 1 million won if their income decreased due to the corona crisis.

500,000 won is also provided to workers in visiting and caring services, such as nursing care workers belonging to dispatch and service companies, and activities assistants for the disabled.

In general, special notices are occupations that are not covered by the Labor Standards Act even though they provide labor similar to workers. A freelancer is a person who provides labor independently according to his own judgment through a contract.

Special high school and freelance jobs include insurance planners, learning branch teachers, courier/quick service drivers, loan recruiters, credit card member recruiters, proxy drivers, door-to-door salespeople, visiting teachers, home appliance installers, and truck drivers.

Household assistants who do not belong to a specific company and perform tasks such as cleaning, child-rearing, and nursing through individual contracts may be eligible for emergency employment security support because they do not have employment insurance while providing work, although they are not in the category of special notices or freelancers.

However, the income in December of last year was less than one of last year’s average monthly income, October/November income, or December 2019 income through supporting documents such as fee and allowance payment statement, business income withholding receipt, and bankbook transaction statement made with the transaction party. You must be able to prove that it has decreased by more than a percent.

In addition, the government has created a new program that provides 500,000 won in livelihood support to 90,000 people working in visiting and caring services. It is to support those who have difficulty in living due to the reduced workforce due to COVID-19 among workers belonging to service and dispatch companies.

Income stabilization fund 500,000 won is given to 80,000 corporate taxi drivers whose income has decreased due to the decrease in passengers.

From the 11th, small business owners will send a text message to support applicants (2.5 million). It is a method of receiving an online application at the same time as sending a text message and paying it as soon as it is ready. If you hurry to apply, you will be able to receive support from the 11th. If you received a subsidy for small business owners and your sales in 2020 increased from the previous year, you may have to return the subsidy.

The business announcement for new applicants for the Emergency Employment Security Grant will be made on the 15th. A brief review process should be taken to determine whether or not it is eligible for the emergency employment security support fund.
