The Energy Committee is composed of 25 members, including the Minister of Industry as its chairman, the Ministry of Science and Technology, the Ministry of Science and Technology, the Ministry of Foreign Affairs, the Ministry of Environment, and the Deputy Minister of Land, Infrastructure, and Energy as ex officio members and 19 commissioners for a two-year term.

Fourteen members were selected for the 6th Energy Committee’s private expert appointment committee, including President Cho Yong-seong of the Korea Energy Economics Institute, Chairman of the Korea Energy Agency, Kim Chang-seop, and Professor Park Jong-bae of Konkuk University. done.

On this day, the 22nd Energy Committee discussed a total of four reporting agendas, including the direction of implementation of major policies in the energy sector this year, the plan to establish an energy-carbon neutral innovation strategy, the plan to establish a roadmap for activating distributed energy, and a plan to address major issues related to nuclear power plants.

◇ Directions for major energy policies this year

The Ministry of Industry discussed the direction of the energy sector in this year’s business report, which is leading the carbon innovation of the energy industry with renewable energy and hydrogen as the main directions for promoting energy sector this year.

In this year’s business report, the Ministry of Industry decided to carry out major policies planned this year, such as spreading renewable energy, building a hydrogen industry ecosystem, and establishing energy conversion, with an emphasis on laying the foundation for the realization of carbon neutrality in 2050 this year.

To this end, it is planning to expand the renewable energy sector’s resident-participatory power generation business and launch a coexistence-type offshore wind power project, and build 10 hydrogen production bases and promote low-cost tube trailer rental projects to expand the hydrogen ecosystem.

In addition, the management of core minerals such as lithium and cobalt and government stockpiling will be expanded to an average of 100 days to spread the green supply chain.

◇ Propose a mid- to long-term vision in the energy sector to realize carbon neutrality in 2050

Subsequently, as part of the strategy for each sector in accordance with the pan-government’s ‘2050 Carbon Neutral Promotion Strategy’, a plan to establish the’Energy Carbon Neutral Innovation Strategy’ was discussed by the end of this year.

In the first half of this year, a working group is formed with industry-academia-research experts by field to discover and discuss major policy tasks, and to establish innovation strategies through industry opinion collection, consultation with related ministries, and deliberation by the Energy Committee.

Through the energy-carbon-neutral innovation strategy, a mid- to long-term vision in the energy sector for realizing carbon neutrality in 2050 is proposed, and plans to derive carbon reduction strategies and detailed policy tasks for each sector such as supply, system, demand, industry, and system.

◇ Establishment of mid- to long-term distributed energy roadmap

The Ministry of Industry and Industry proposed the distribution goal of distributed energy through the ‘3rd Basic Energy Plan’ in June 2019 and the ‘2050 Carbon Neutral Promotion Strategy’ in December last year.

Through the 3rd Fundamental Framework, the proportion of distributed power generation such as renewable energy, collective energy, and fuel cells will be expanded to 30% in 2040, and through the 2050 carbon neutral promotion strategy, the expansion of transmission and distribution networks to cope with the volatility of renewable energy. It is planning to promote the spread of distributed energy systems, such as promoting self-consumption.

Based on this, the Ministry of Industry is preparing a’decentralized energy activation roadmap’ containing a comprehensive mid- to long-term strategy.

In order to revitalize distributed energy, we will introduce preferential measures, improve the distributed energy-friendly power market system, expand and upgrade infrastructure to improve system stability, and prepare detailed measures in the basic direction of establishing a regionally-led distributed energy system.

First of all, in March, we announced a “decentralized energy activation plan” to promote short-term countermeasures in Jeju, where the proportion of renewable energy generation is high.

In the future, through discussions with related ministries and deliberation by the Energy Committee, a’Distributed Energy Roadmap’ including mid- to long-term directions will be established and confirmed, and the’Special Act on Distributed Energy Activation (tentative name)’ will be reviewed.

◇ Extension of business license for Shinhanul Units 3 and 4 for 1 year

The committee also extended the approval period for the construction plan of Shin Hanul Units 3 and 4 by one year.

KHNP accepted the request for extension of the construction plan approval period.

Prior to last January, KHNP was restricted from participating in new power generation projects for the next two years in the event that it was difficult to carry out the project of Shinhanul Units 3 and 4 due to the energy conversion policy. In order to maintain it, an extension of the construction plan approval period has been requested.

There was also a discussion on the treatment plan for the planned area of ​​the Cheonji (Yeongdeok) nuclear power plant.

At the Cheonji (Yeongdeok) nuclear power plant, KHNP already closed its business through a board resolution in June 2018.

As a follow-up measure, it reported the progress of consultations with local governments and local communities and plans to cancel the designation of the planned nuclear power plant site.

Ministry of Industry Minister Sung Yun-mo said, “Carbon neutrality is clearly a challenging task for us, but as it is a must-go for the sustainable growth of our economy, we will secure competitiveness in the business and industrial ecosystem through proactive preparation and preemptive responses from all economic actors. It should be actively utilized as an opportunity to create power.”
