Earlier, the Ulsan Southern Police Department received a report of suspected child abuse from parents in November 2019 and initiated an investigation into a Korean public daycare center in Ulsan, confirmed 28 cases of abuse and sent the case to the prosecution. A trial was proceeded against the two child care teachers and the director, but there was a controversy over the investigation of insolvency as the so-called’water torture’, which forced the child to vomit by feeding water to the child, was not included in the police investigation.
