The supply of pollution-free vehicles will be greatly expanded, and the subsidy system will be reorganized, focusing on performance and environment. Accordingly, a maximum of 1,900 for electric cars and 37.5 million won for hydrogen cars will be provided.

On the 22nd, the Ministry of Strategy and Finance, the Ministry of Environment and the Ministry of Trade, Industry and Energy announced a plan to reform the 2021 subsidy system for pollution-free vehicles (electric and hydrogen vehicles).

This reorganization plan took into account the acceleration of the conversion of pollution-free vehicles, enhancing the effect of improving the air environment, and the industrial ecosystem.

Looking at the contents of the reorganization plan that will be different from 2020, first of all, the supply volume will be greatly expanded to open the era of popularization of pollution-free vehicles.

It plans to supply 121,000 electric vehicles (including 20,000 two-wheeled vehicles) and 15,000 hydrogen vehicles, for a total of 13.36 million. Electric vehicles increased by 21.4% compared to the previous year and hydrogen vehicles increased by 49.2% compared to the previous year. Accordingly, the budget for supporting electric vehicles was KRW 103 billion for electric vehicles and KRW 365.5 billion for hydrogen vehicles.

In addition, to provide a convenient charging environment for electric and hydrogen vehicle users, we plan to build 31,500 electric vehicle chargers (1,500 rapid, 30,000 slow) and 54 hydrogen charging stations (25 general, 21 special, and 8 expansion units). to be.

Second, we will strengthen support for SMEs and small business owners who are suffering from Corona 19.

Subsidies for micro-cars with high demand for small self-employed and small business owners will be increased (512→6 million won), and 10% of the total cargo volume will be separately allocated and distributed to SMEs.

In addition, additional subsidies (2 million won) were provided to expand the spread of electric taxis with high effect of improving the air environment due to long driving distances, and rapid chargers were installed at garages and shifts to greatly improve charging convenience. It is a plan to lead to the first year of full-scale opening.

Third, we will strengthen support for high-performance and high-efficiency vehicles to induce vehicle performance improvement.

When calculating electric vehicle subsidies, the proportion of fuel consumption is raised (50% → 60%), and incentives are given to energy-efficient vehicles with excellent low-temperature mileage compared to room temperature (up to 500,000 won) to induce improved winter performance.

In addition, local subsidies are also differentiated in proportion to the government subsidies calculated according to electric vehicle performance, thereby widening the difference in the amount of support for each model.

Fourth, in order to lead the popularization of pollution-free vehicles, the supply base will be expanded, and incentives will be expanded so that companies can voluntarily participate in the conversion of pollution-free vehicles.

In order to induce electric vehicle price cuts and foster popular popular models, subsidy support standards are differentiated for each price segment.

In addition, subsidies for vehicles of companies subject to the’Low-Emission Vehicle Distribution Target System’ will be differentially supported according to the target achievement rate to promote the distribution of electric vehicles.

In addition, K-EV100 participation and subsidies will be allocated to leases and rental car companies (0% → 40%) to support voluntary conversion of pollution-free vehicles by corporations and institutions.

Fifth, strengthen support for commercial vehicles with high air quality improvement effects.

The supply of electric buses, electric cargo, and hydrogen buses will be greatly expanded, and subsidies for the hydrogen truck pilot project will be newly established (national and local expenses of 200 million won each). The current goal is to expand electric buses from 650 → 1,000, electric freight cars from 130,000 → 250,000, and hydrogen buses from 80 → 180.

In accordance with the purpose of market rationalization and subsidy system, the minimum self-pay for electric buses and electric motorcycles is set.

In addition, electric motorcycles plan to reinforce user safety by setting the A/S mandatory period for major parts and mandating A/S insurance submission.

It supports up to 2 million won for 6,000 slow chargers with 7kW or more and up to 500,000 won for 24,000 outlet-type chargers with 3kW or more.

The subsidiary unit price has been lowered compared to 2020 (300 → 2 million won based on a slow charger), and the subsidy recipients will also share the installation cost, so that it can be installed where it is actually needed.

In addition, chargers installed with subsidies are obligated to operate for five years, and if they are removed within the period, subsidies will be returned.

When registering as a project performing organization, the quality of charging services is also improved by reinforcing registration standards such as minimum manpower (minimum 3 → 11 people) and operational capability (homepage, etc.).

When doing business through an unregistered outsourcing agency or in an illegal manner such as impersonating the government, both businesses and recruiters are restricted from participation to prevent side effects from overheating competition.

Lastly, in order to improve the operating conditions of hydrogen charging stations, new support for hydrogen fuel purchase costs will be provided to charging stations operating in the red.

The support amount is calculated as 70% of the difference between the purchase price of hydrogen fuel and the standard unit price at the level at which the business operator can achieve the break-even point.

In addition, for businesses that are expected to have difficulty with only subsidizing the difference in hydrogen fuel costs due to small hydrogen sales, the company plans to provide at least 70 million won per hydrogen charging station, but not to exceed 80% of the total deficit, so that the business operators themselves can make their own efforts.
