From the 5th, the support fund for early scrapping of old diesel vehicles that are difficult to take measures to reduce emissions will increase from 3 million won to 6 million won. When a vehicle is scrapped, 70% of the maximum amount of support is provided, and an additional 30% is provided if a new car or a 1st or 2nd class vehicle is purchased, excluding diesel vehicles.

On the 4th, the Ministry of Environment and the Ministry of Strategy and Finance announced on the 4th that they are promoting a project to support early scrapping of old diesel vehicles with grade 5 emissions.

The early scrapping of old diesel vehicles is a project to fundamentally reduce the old diesel vehicles themselves, which are the source of air pollutants such as ultrafine dust. On the other hand, the business of installing DPF on old diesel vehicles requires additional financing to improve air pollutants and requires thorough follow-up management such as cleaning and urea water injection.

The upper limit of subsidies per old diesel vehicle that is difficult to attach to the exhaust gas reduction device (DPF) has been doubled, and the owners of early scrapped vehicles have emissions 1~ A feature of this project is that it has decided to provide additional subsidies when purchasing second-class used cars.

The upper limit for early scrapping support will be increased from 3 million won to 6 million won for vehicles that cannot be equipped with DPF, or for vehicles that cannot be equipped with DPF, or for livelihoods, businesses, and small business owners among vehicles with a total weight of less than 3.5 tons.

Considering that most of the old diesel car owners are low-income and prefer to purchase used cars after scrapping, 30% of the total subsidy ceiling (up to 1.8 million won) is paid when purchasing used cars of grade 1 and 2 emissions.

Local governments across the country will also announce plans for early scrapping support projects by local governments starting on the 5th. The Korea Automobile Environment Association is scheduled to act on behalf of the support project.

You can send a mail or fax to each local government or Korea Automobile Environment Association, or apply for a support project on the automobile emission rating system website. If you apply for early scrapping on the website, you do not need to submit an application for confirmation of the early scrapping subsidy. After applying, you can also receive a text message about the progress.

Inquiries related to the subsidy application may be informed through the Korea Automobile Environment Association (1577-7121). Related information can also be found in each local government announcement.

According to the Ministry of Environment, the volume of early scrapping of old diesel vehicles this year increased from 300,000 last year to 340,000.

Accordingly, the Ministry of Environment is also considering a plan to provide priority support for vehicles detected in the Seoul Metropolitan Area Level 5 vehicle operation restrictions during the ‘2nd Seasonal Fine Dust Management System’, which will be enforced until next month.

A total of 38,172 vehicles were detected in the enforcement of the second seasonal management system for two months in the crackdown on restrictions on operation of fifth-class vehicles in the metropolitan area. Of these, 8,925 vehicles were found to have participated in low pollution measures. In fact, a total of 29,247 vehicles will be fined. This is the figure excluding 8,925 vehicles excluded from enforcement such as applications for low-emission measures from the vehicles caught. By region, the number was 17,370 units in Seoul, 2,657 units in Incheon, and 9,220 units in Gyeonggi.

In Seoul, there were more vehicles detected compared to Incheon and Gyeonggi, as those who applied for low pollution measures and grade 5 vehicles that could not be equipped with DPF were also included in the crackdown. The city of Seoul plans to cancel the refund or imposition of the penalty if low pollution measures are completed or abandoned by the end of November.

Kim Seung-hee, Minister of Environment’s Air Quality Policy, said, “We will do our best to reduce fine dust emitted from automobiles as well as support the vulnerable by implementing the improved early car demolition subsidy system without a hitch.”
