The government announced that it would supply 263,000 households by designating new public housing sites in 15 to 20 places nationwide through the ‘2·4 real estate measures’.

Among them, the supply of the metropolitan area is 180,000 households, so the industry is actually accepting it as the 4th new town plan. This is because the government supplies more than 173,000 households (173,000 households) from five new cities in the third phase, including Hanam Gyosan, Incheon Gyeyang, Bucheon Captain, Namyangju Wangsuk, and Goyang Changneung.

However, Minister of Land, Infrastructure and Transport Byun Chang-heum said in this regard, “It is only necessary to understand that this (new public housing site) volume is added to the 3rd new town.”

In the case of the metropolitan area, it is planned to select housing districts around Seoul or areas with good accessibility to Seoul. In the industry, Gyeonggi-do Hwaseong Maesong and Bibong, Yongin Gongse-ri, Goyang Hwajeong, Gimpo Gochon, and Gwacheon Juam-dong area are selected as target areas for new cities. Siheung, Gwangmyeong, Gwangmyeong and Gambuk, Hanam, which were canceled after being selected as the Bogeumjari housing district at the time of the Lee Myung-bak administration, are also being discussed as candidate sites.

New town candidates are concentrated in the southeast rather than in the northwestern part of the metropolitan area. It is evaluated that these areas have no restrictions on military facilities protection zones under the Metropolitan Area Planning Act, and there is a large demand for housing in the vicinity. The area is also wide with more than 3.3 million square meters. It is known that the government is considering the targets in consideration of the convenience of public transportation such as GTX (Metropolitan Express Railway) and subway lines and accessibility to Seoul. A government official said, “We have been receiving data on candidate sites for major housing districts in the metropolitan area from LH (Korea Land and Housing Corporation) from last month.”

Local districts determine target locations that can expand the supply base, centering on metropolitan cities (56,000 households). There is a high possibility of establishing a new residential district with around 10,000 households. In the case of Sejong, an additional 13,000 households will be supplied by raising the floor area ratio and utilizing reserved areas in the planned areas of the Happy City.

Minister Byeon explained, “The location is mostly confirmed, but the specific location has not been disclosed for the purpose of subtle zoning or the final complete agreement with the local government.” He added, “I will announce it in two or three times soon after discussions with local governments are completed.” The government is expected to announce some candidates for new cities in the metropolitan area as early as next month.
