The Korea Startup Forum (Cospo) expressed its welcoming position on the amendment of the guidelines for network neutrality and Internet traffic management by the Ministry of Science and ICT (Ministry of Science and Technology).

On the 27th, Cospo announced on the revised draft of the net neutrality guideline, “We evaluate that the net neutrality principle has been strengthened in effect by reflecting the European principle of maintaining strong net neutrality.” He added, “We made it clear that new industries such as autonomous driving, drones, robots, and augmented and virtual reality (AR and VR), which have been referred to as 5G services by communication service providers (ISP), do not lead to network neutrality exception services.”

The revised draft of the net neutrality guideline announced by the Ministry of Science and ICT on that day further clarified the current requirements for providing network neutral exception services. In addition, it was clarified that it is possible to provide new convergence services such as autonomous vehicles when special service provision requirements are met, and communication service providers transparently provide relevant information.

“This revision of the net neutrality guideline is the first step in creating a fair and transparent network environment,” said Kospo. “As follow-up measures by the Ministry of Science and ICT will determine the success or failure of this revision, it is necessary to closely examine whether the newly revised net neutrality strengthening principle is implemented in the field. “I do.”

Kospo requested two things from the Ministry of Science and ICT. The first is to quickly implement the measures to’strengthen transparency’ included in this announcement. The revised guideline expanded the target of information disclosure by telecommunications companies, allowed the government to check the quality of Internet access services, and requested the telecommunications companies to submit related data.

The second is to legislate the principle of net neutrality prescribed at the guideline level. Kospo added, “I request that the revised net neutrality amendment combined with enhanced transparency be enacted urgently to accelerate the creation of a fair and transparent Internet network environment.”
