A group consisting of self-employed people who suffered damage from the government’s new coronavirus infection (Corona 19) quarantine measures, such as PC cafes, pubs, and coin karaoke, will eventually protest against the quarantine measures, asking for the release of the business restrictions. If the government does not lift the restrictions on business after 9 pm even after the Lunar New Year holidays, it will raise the level of opposition by saying, “We will open business after 9 pm”.

However, the government’s concerns are deepening in that the spread of Corona 19 is not caught, and if the quarantine measures are relaxed, concerns about reproliferation may increase. Some point out that the government should have established clear compensation standards for damages to businesses that have been banned and restricted due to legal action, but it is pointed out that it has been procrastinating and raising work.

The National Self-Employed Emergency Countermeasure Committee in response to Corona 19 on the 7th said, “We strongly protest against the extension of the metropolitan area, which is restricted to business at 9pm, without reflecting the voices of the site of each business category and group restrictions.” “I will hold a demonstration for opening a store in disagreement with the quarantine standards.” It decided to act as a group after the government maintained the restrictions on business after 9pm, which had been applied to multi-use facilities in the metropolitan area. A non-subcommittee official said, “We need to abolish the unilateral and uniform business hours limit that ignores the right to live for the self-employed,” and said, “We can no longer follow the quarantine measures that force the self-employed people to sacrifice for more than a year.”

It is known that about 300,000 self-employed persons (estimated non-subordinates) belong to the non-subcommittee consisting of 12 business groups such as PC cafes, coin-singing practice centers, and cafes, including the National Association of Self-Employed Businesses. In particular, even during the Lunar New Year holidays, if the measures to restrict business hours in the metropolitan area are not resolved, the level of opposition will be raised further. There has been a so-called’lit-on demonstration’ that sporadically turned on the lights and did not receive customers, but this is the first time to deliberately violate the business hours limit.

The non-confrontational side is battling a quarantine saying that even if the policy funds supported by the government are returned due to violating the quarantine measures, the business will continue after 9 pm. However, it is unclear how much small business owners will participate in such collective action. Moreover, criticism of public opinion that the possibility of collective immunity may become more difficult due to the re-proliferation of corona is also a variable if mitigation measures are taken while vaccination is ahead. The non-subcommittee is requesting the retroactive application of the Corona 19 Damage Loss Compensation Act and participation of self-employed persons in the compensation consultation body.
