The Ministry of Science, Technology and Communication announced on the 10th that it will designate the Korea Intelligent Information Society Agency (CEO Moon Yong-sik), SK Holdings (CEO Park Seong-ha), and Duzon Bizon (CEO Kim Yong-woo) as a combined specialized agency.
Previously, the Personal Information Protection Committee designated Samsung SDS and the National Statistical Office as a combined specialized agency. Private companies, including Samsung, SK and Duzon Bizon, are successively combining specialized organizations to combine pseudonym information that allows data fusion between different industries.
In the case of meeting the designated standards in accordance with the Personal Information Protection Act (Article 28-3 of the Act, Article 20-2 of the Enforcement Decree) and the association and export of pseudonym information, the Personal Information Protection Committee or the head of the relevant central administrative agency Can be specified. After the Ministry of Science and ICT announced the designation plan on September 28 of last year, three places were finalized after designation review including written review and on-site inspection.
The association specialized agency designated in accordance with the Personal Information Protection Act receives an application for association and securely combines the pseudonym information so that a specific individual cannot be identified by anonymization or pseudonymization, and then delivers the result.

A combined specialized agency must have a space, facilities, and systems for combining pseudonym information, processing additional pseudonyms, and carrying out pseudonym information with an organization in charge of 8 or more who always employs 3 experts including legal and technical fields, and secures data and networks. It must have sufficient financial conditions with a capital of more than 5 billion won, and must be an organization that has not disclosed the details of the violation of laws and actions within the last three years.
The Ministry of Science and ICT expressed the expectation that the designation of a combined specialized agency will promote the convergence of data between heterogeneous fields and develop a variety of innovative services and technologies that can be felt by the public. In particular, it is explained that various cases of combining and using pseudonym information such as business district analysis and personalized service development will emerge from public purposes such as resolving welfare blind spots by utilizing public data held by the government and public institutions and various private data.
The Korea Intelligent Information Society Agency (NIA) is a major project implementation organization for data dams such as artificial intelligence learning data and big data platform construction, and will support the successful implementation of data dams by systematically supporting the combination of various pseudonym information.
SK holdings plans to create data convergence services and values in various fields such as transportation and finance based on information and communication infrastructure and human resources.
Duzon BizOn, which operates a big data platform for SMEs, can contribute to strengthening SMEs’ competitiveness through analysis of services tailored to companies.
Jeong-won Kim, head of the Information and Communication Policy Division of the Ministry of Science and ICT, said, “By designating a competent combined professional organization in the public and private sectors, we have laid the foundation for expressing creative and diverse ideas for combining pseudonym information. It will be the driving force to create and spread the tangible results of the New Deal and Data Dam business.”
