Should I refuse emergency hospitalization for mentally ill patients… Create a regional center that receives patients 24 hours a day

Will there be fewer cases in which people with urgent mental illness are denied emergency hospitalization? The government decided to operate a psychiatric emergency medical center, which secures personnel and hospital beds that wait 24 hours to receive such patients.

Designated 4 locations this year, expanded to 14 locations by 2025
Corona-related depression risk group 6 times, 1393 counselors doubled

On the 14th, the Ministry of Health and Welfare and other governments discussed the ‘2nd Basic Mental Health Welfare Plan’ containing these details at the State-Action Review and Coordination Meeting hosted by Prime Minister Jeong Sye-gyun.

According to the plan, starting this year, a mental emergency team and a mental emergency medical center that always has a mental emergency bed are designated for each region to ensure emergency treatment for people with mental illness at risk of self-harm. The government has decided to designate 4 sites this year and increase it to 14 by 2025.

There have been cases in which a mentally ill person has been denied emergency hospitalization several times in a hospital and then attempted to the extreme. In particular, many hospitals are reluctant to receive mentally ill patients due to a new coronavirus infection (Corona 19) test. In November of last year, a man in his 50s, who showed symptoms of schizophrenia in Gimhae, Gyeongnam, was rescued by the police after making an extreme choice. .

There is also a system for early discovery of mentally ill people. If a high-risk patient is found at a local clinic and linked to the Department of Mental Health, a pilot project will be conducted in one metropolitan city/province in the second half of the second half of the year to provide fee-for-service support for examination fees or referral fees to the hospital.

Seo Il-hwan, head of the Suicide Prevention Policy Division of the Ministry of Health and Welfare, said at a briefing on the 14th, “It is a service that links to a psychiatrist for patients who are prescribing sleeping pills for the first time or patients who appear to be at high risk in a questionnaire.

Considering the fact that mental illness first occurs in adolescence, the youth-specific mind health service will be introduced from this year.

Cho Joong-hyun, head of the Student Health Policy Division, Ministry of Education, said, “We are linking children in need of mental health support to receive treatment by conducting emotional behavioral characteristics tests in the first and fourth grades of elementary school, the first grade of middle school, and the first grade of high school. About 25% of children do not. In such a case, it is a project that supports specialists to visit schools to meet children and to meet teachers or guardians to treat them. It will be very helpful in treatment,” he explained.

The target of outpatient treatment expenses will be expanded from 65% or less to 120% of the original median income so that mentally ill patients do not stop treatment after discharge. The number of mental rehabilitation facilities will increase from 348 to 548 in 2025 to 200 to help the self-reliance of mentally ill people.

In addition, the government has decided to increase the number of hospitals that perform follow-up management when a suicide attempter visits the emergency room from 67 to 88 this year, and to 137 by 2024.

The number of local government suicide prevention centers with an average of 3 will be expanded to 4 this year and 5 by 2025 per center. The number of 1393 counselors for the suicide prevention counseling line operated by the Ministry of Health and Welfare will also double from 26 to 57 this year.

This measure is due to the increasing number of people complaining of mental health problems as Corona 19 is prolonged. According to the National Mental Health Survey of the Korean Society for Trauma Stress, the rate of thinking of extreme options has tripled from 4.7% in 2018, before Corona 19, to 13.8% in September last year. The depression risk group also increased about 6 times from 3.8% to 22.1% over the same period.

The government decided to invest 2 trillion won over five years for this second plan. Min-seop Yeom, director of mental health policy at the Ministry of Health and Welfare, said, “I think (mental health budget) will be around 3.5% of the health budget in 2025. After 2025, the 5% level of investment recommended by the World Health Organization (WHO) It will be possible.” It also proposed a goal of reducing the suicide mortality rate of 26.9 in 2019 to 21.5 in 2025 by 5.4.

Director Yeom Min-seok said, “Considering the level of mental health in our society, such as a low happiness index and high suicide rate, there is a concern that the mental health problem will become more serious after the coronavirus.” I will strengthen it.”
