With the appointment of Shin Hyun-soo, chief civil servant of the Blue House (62, the 16th Judicial Research and Training Institute), the stance of the’non-prosecutor’s civilian chief’ of the Moon Jae-in administration eventually collapsed. Shin is classified as a pro-law attorney, but he has been checked several times because he was a prosecutor. However, the situation changed rapidly as the war between Justice Minister Choo Mi-ae and Prosecutor General Yoon Seok-yeol ended with Yun’s decision. It is analyzed that he was selected as a firefighter, as it emerged as an urgent task to correct the deteriorating public opinion and stabilize the relationship between the passport and the prosecution.

According to the prosecution on the 31st, Shin became the head of the Supreme Prosecutor’s Office in the Roh Moo-hyun administration in 2004-2005, then went into the Blue House’s appraisal secretary and made a relationship with Moon Jae-in, then chief executive officer. After leaving the Blue House, he worked as a lawyer at Kim & Chang Law Firm. It was the first time that an incumbent prosecutor broke the practice of returning to the prosecution after working in the form of dispatch at the Blue House.

15 years special relationship as a senior secretary

In the 2012 and 2017 presidential elections, he helped the then presidential candidate Moon Jae-in as a legal mentor and head of the legal support team, respectively. In June 2017, he took the lead in the initial reform of the NIS as the head of the NIS keynote, but after a year and two months, he resigned in August of the following year and returned to Kim & Chang.

Shin was mentioned as chief civil servant several times in the current government, but he was also excluded because he was a prosecutor. Former Minister of Justice Cho Kook, the first Chief Min Jeong, was from’professor’, and former chief Kim Jo-won and Hyun Kim Jong-ho were from’auditors’. It is also pointed out that the Blue House appoints an unexplained Korean leader Min Jeong to the prosecution organization, and failed after setting an irrational number of “printing Yun Seok-yeol” through the unprecedented discipline of the prosecutor general.

For Shin’s return as a firefighter, the front-line prosecutors also expressed expectations as “reasonable personnel”. A high-ranking prosecutor in the metropolitan area said, “I’m a former prosecutor and I’m also open to President Moon, so I expect communication between the Blue House and the prosecution to be smooth.” An attorney who was a former chief prosecutor said, “With the appointment of a good-natured and rational chief civil servant, I hope that the prosecution personnel, etc., who were one-way through the current government, will find their place.”

Stabilization of the government at the end of the ruling period, mission to settle the old reform

Chief Shin is faced with the task of establishing a proposal for adjustment of prosecutors’ right to be applied from the new year, and launching a high-ranking public officials criminal investigation office (airborne) smoothly. He was also tasked with preventing power-type corruption scandals such as large gates that could explode in the fifth year of power.

Shin graduated from Yeouido High School in Seoul and the School of Law (77 degree) at Seoul National University. As a 16th judicial training institute, he was appointed as a prosecutor of the Busan District Prosecutor’s Office in 1990, where he served as the chief prosecutor of the Jeju District Prosecutor’s Office, as well as the head of the information and communication department and the drug department of the Supreme Prosecutors’ Office. Within the prosecution, Sang-cheol Cho, former deputy prosecutor of the Seoul High Prosecutors’ Office, Bong-wook, former deputy prosecutor of the Great Prosecutor’s Office, and former Seoul Southern District Prosecutor’s Office, Kwon Ik-hwan, are Yeouido High School alumni. He is also said to be in close relationship with former Justice Minister Kim Hyun-woong, who is the same age.
