President Moon appointed a former non-prosecutor again to succeed Shin’s successor. The new Chief Kim Jin-guk is a former human rights lawyer who has worked as a legal secretary in the Civil Jeong Chief’s Office led by the President of the Roh Moo-hyun administration. After entering the Moon Jae-in administration, he has served as a member of the audit committee.

This is the third time among the five senior civil servants appointed by the Moon Jae-in government, following former chief executives Jo-won Kim and Jong-ho Kim.

However, as the Blue House could not smoothly control the conflict between the passport and President Yoon Suk-yeol, which began in the second half of 2019, and eventually suffered a catastrophe, President Moon also suffered considerable injuries.
