The main committee of the Economic and Social Labor Commission was held in seven months. This meeting was barely held amid the riots of the management community after the amendment to the Trade Union Act was passed to ratify the core conventions of the International Labor Organization (ILO). The employers’ commissioners all voted against the introduction of the labor director system in public institutions, and expressed their dissatisfaction with the Moon Jae-in administration aiming at the Democratic Party’s’pro-labor policy’.

On the 23rd, the senior labor union held a main committee to resolve six agenda items, including a labor-management agreement on improving the employee representation system and an agreement for sustainable development of public institutions. The main committee is the supreme voting body of the Gyeonggi Labor Commission, with the participation of Kim Dong-myeong, chairman of the Korean Federation of Trade Unions, Son Gyeong-sik, chairman of the Korean Federation of Business Owners, Park Yong-man, chairman of the Korean Chamber of Commerce and Industry, Hong Nam-ki, Vice Prime Minister and Minister of Strategy and Finance, and Minister of Employment and Labor Lee Jae-gap.

The reason the main committee was held after twists and turns is that the user members have not participated in the committee by agenda/industry, which is a discussion of working-level staff since last month. An official of the Kyong-Chong said, “There are various concerns about the direction of social dialogue internally.” The dissatisfaction with the passage of the National Assembly despite opposition from the trade union law and the major disaster law is expressed through social dialogue. It is known that the labor force side has persuaded the business community, saying that even the documents that the labor and management reached an agreement last year should be resolved by the main committee.

The employers’ commissioners all voted against the’Agreement for Sustainable Development of Public Institutions’. This agreement is the contents of the exchange of the introduction of the labor director system in public institutions and the conversion of the salary system to the salary system. However, the introduction of the labor director system was specifically stipulated to appoint a non-executive director through the current legal procedure when the National Assembly recommends that the National Assembly discuss the revision of the Public Institutions Act as soon as possible and the union recommends appropriate personnel before the revision of the law. Was treated as an ambiguous phrase saying,’We will promote autonomously and step-by-step through individual labor-management agreements, rather than in a single-sided way.’ This is the reason for the resentment that “the union was given cash and the government received a draft”.

In the end, the business community expressed dissatisfaction with the Moon Jae-in government’s labor policy by voting against the public agency agreement. Gyeong-Nowi explained, “It seems that employers are concerned that the introduction of the labor director system in public institutions may lead to the introduction of the labor director system in private companies, and thus the intensification of labor-management conflicts in confrontational labor-management relations will incur social costs.” However, the vote was passed because the vote against it was not enough to destroy the quorum. The agenda is decided when two-thirds of the members in attendance agree. Out of a total of 16 members, there are 4 user members.

It is unclear when social dialogue will normalize due to the dissatisfaction of the business world. “There are still disagreements on how to promote social dialogue in the future,” said an official of the Kyongyang Federation. “It is difficult to say when the direction will be decided.” Regarding this, an official from the Gyeonggi Labor Commission said, “The main committee was held in 7 months because it was difficult to hold a face-to-face meeting due to the third spread of Corona 19 at the end of the year.”
