Through the’Seoul Station North Station Area’ development project on the idle railway site between Seoullo 7017 and Yeomcheon Bridge Sujehwa Street, a complex of exhibition, hotel, sales, business and residential complexes with up to 40 floors and 5 buildings will be created by 2026. The MICE (Convention) facility, equipped with an international conference-level exhibition hall and conference hall, will be built for the first time in the downtown area of Gangbuk.
The city of Seoul announced on the 28th that it had finalized the development plan for the northern station area of Seoul Station after completing a 10-month preliminary negotiation with the land owner KORAIL and the Hanwha consortium of the business operator from April last year to February this year.
For the development of the northern station area of Seoul Station, a pre-negotiation system was applied in which public and private businesses set up specific development plans through prior negotiations for large-scale development sites with an area of 5,000 square meters or more and change the city plan. In the future, full-scale development procedures such as urban planning changes and building permits will be initiated.
The development plan covers a total gross floor area of about 350,000m2, including the change of the use area from a type 3 general residential area to a general commercial area, the maximum floor area ratio of 800% or less, the use of buildings such as MICE, business, sales, lodging, etc., and a building height of up to 150m. , Infrastructure plan, etc.
The first MICE facility to be built in the downtown area of Gangbuk has a total floor area of over 24,403m2. It will be built as an international conference-level facility with one large conference room that can accommodate more than 2,000 people, 15 small and medium-sized conference rooms that can accommodate more than 30 people, an exhibition room of 2,000 square meters, and a banquet hall.
Along with MICE facilities, hotels, sales and business facilities will be built in more than 50% of the total floor area. Officetels with 700 households will also be built within 30% of the total floor area. A Seoul city official said, “For now, convention facilities such as COEX and SETEC have been mainly concentrated in the Gangnam area, but this project is expected to achieve a balanced regional development effect.”
The project for the northern station area of Seoul Station has been discussed since 2008, but it has been adrift for more than 10 years, as a private business operator who initially decided to promote the project gave up on the grounds of business feasibility. The city of Seoul prepared development directions and guidelines to find solutions for development projects and presented them to KORAIL in 2018. In April of last year, the KORAIL and Hanwha consortium submitted a proposal for pre-negotiation to the city of Seoul, and the negotiations resumed.
In order to promote the project in accordance with the confirmed development plan, the city and construction co-committee (planning and deciding urban management plan) deliberation, etc., to complete the procedure for changing the city management plan and permitting the building license, and commenced construction in 2022 as early as 2026 and completed in 2026. The goal is to do it.
The city decided to install public and infrastructure facilities for local residents using public contributions of about 220 billion won, which will be secured through the Northern Station Area Development Project. A pedestrian path connecting Seoullo 7017 and the northern station area, the northern station area, and the Seoul Station Square and Seosomun Historical Park will be newly created. In addition, Cheongpa Park with an area of 5,880m2 in the urban regeneration area will be created to create synergy effects with urban regeneration.
Nam-joon Cho, head of the city planning department in Seoul, said, “Seoul Station is the time when it needs to be changed in line with its status as a national central station and an international gateway to the future. “We will try to transform it into a landmark in Korea and contribute to vitalizing the local economy.”
