Starting this year, fixed-term teachers in Seoul will also receive childbirth congratulations and family allowances, which only regular teachers could receive. This is the first case of eliminating discrimination against welfare against fixed-term teachers among the national metropolitan and provincial offices of education.

On the 4th, the Seoul Metropolitan Office of Education announced that it will apply customized welfare benefits, which were provided only to regular teachers (including general and educational professionals), to fixed-term teachers from this year. As of last year, the number of fixed-term teachers working at schools in Seoul was 8169, accounting for 13.5% of the total quota.

Customized welfare is divided into basic welfare allowance, which is paid 700,000 won in a lump sum every year, service allowance provided according to the annual year, family allowance according to the number of family members, and childbirth congratulatory money given at birth.

Service allowance is paid at a maximum of KRW 300,000 per year of service. The family allowance is ▶ 100,000 won for a spouse ▶ 50,000 won per dependents ▶ 50,000 won for the first child ▶ 200,000 won for the second child ▶ 300,000 won for the third child. When they give birth to their second and third children, they pay 2 million won and 3 million won each.

Until last year, fixed-term teachers could only receive basic and service allowances if they signed a contract for more than one year. They were excluded from the family allowance and childbirth congratulations that regular teachers receive. Fixed-term teachers with a contract term of less than one year did not receive basic allowance and service allowance.

Starting this year, fixed-term teachers will receive all customized welfare benefits regardless of the term of the contract. Since customized welfare is paid on a yearly basis, if the contract period is less than one year, it is received in proportion to the number of working months. If the contract period is 6 months, only half of the customized welfare payment is received.

As the system improves, the welfare benefits of fixed-term teachers increase significantly. For example, if a five-year fixed-term teacher with a spouse and two children signed a contract for one semester (6 months), they did not receive welfare benefits before. Starting this year, it will receive a total of 1.1 million won.

The Seoul Metropolitan Office of Education estimates that an annual budget of about 700 million won will be needed to expand welfare benefits. This is an estimate based on the number of fixed-term teachers who worked last year and the composition of their families.

An official from the Seoul Metropolitan Office of Education said, “With the improvement of this system, welfare discrimination against regular and fixed-term teachers has mostly disappeared.”
