The Seoul Metropolitan Government will change the administrative order of mandatory diagnostic tests for new coronavirus infections (Corona 19) for foreign workers to’recommended inspection for high-risk workplaces’. This was followed by the government’s official request for withdrawal of the administrative order for foreign worker diagnostic tests.
The city of Seoul announced on the 19th that it would withdraw the administrative order to make it mandatory for foreign workers to have a corona19 diagnostic test, and recommend that foreign workers at high-risk workplaces in a 3 dense (closely, densely closed) working environment undergo a corona19 diagnostic test by the 31st of this month.
On the 17th, the Seoul Metropolitan Government issued an administrative order for foreign workers to perform the corona19 diagnostic test. According to this executive order, all foreign workers and those who have hired even one foreign worker must undergo examination at a temporary screening laboratory.
However, there were criticisms that the executive order caused discrimination and human rights violations. The Central Accident Control Headquarters said through the reference materials on the day that “the City of Seoul requested the withdrawal of the administrative order for the new coronavirus infection (Corona 19) diagnostic test for foreign workers and to promptly improve it.” Jungsubon explained the background of the request for withdrawal, saying, “It is to prevent discriminatory elements or human rights violations against domestic and foreigners from occurring in relation to the COVID-19 quarantine measures.”
