All selected candidate sites are existing maintenance areas located in the station area. The project has been stagnated for more than 10 years since the designation of the maintenance zone due to lack of business feasibility and conflict between residents.However, if the obstacles that hinder project promotion through public redevelopment are resolved, there is a great potential to supply high-quality housing that end users want in the station area. As for the places, the quantity that can be supplied from the selected candidate sites is estimated to be about 4700 households.

Public redevelopment is a project that improves the residential environment and promotes housing supply by participating in redevelopment projects that have been stagnant for a long time due to lack of business feasibility and conflicts between residents such as LH and SH.

In areas where public redevelopment is promoted to promote stagnant projects, various public support is provided such as easing urban regulations such as increasing the floor area ratio (allowing 120% of the legal upper limit), improving business feasibility such as excluding the application of the pre-sale price limit, financing project expenses, and simplifying the licensing procedure. . Residents will supply half of the newly constructed housing, excluding the pre-sale for members, through public lease and profit-sharing charter, contributing to the stability of housing for indigenous peoples and the housing support class (young, newlywed, and elderly).

On January 14th, the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government opened a candidate site selection committee for the joint public redevelopment pilot project of the Ministry of Land, Infrastructure and Transport and Seoul, in which various actors including members of the Urban Planning Committee, members of the Urban Redevelopment Committee, and members of the Seoul Metropolitan Government, who will be in charge of establishing public redevelopment maintenance zones, participate. Based on this, 8 sites were finally selected as candidate sites by comprehensively evaluating the urgency of the public offering site maintenance (deterioration, etc.), the publicity of the project (infrastructure connection, housing supply, etc.), the feasibility of the project, and the arrangement by autonomous district.
The selection committee acknowledged the necessity of public redevelopment projects for the four sites that were not selected at this time, but there are issues by region, so after reviewing these issues, the selection committee decided to re-discuss the selection through the next selection committee and decided to withhold.

LH and SH are designated as public implementers in the eight locations that were selected as candidates this time, and the Seoul Metropolitan Government established a maintenance plan to which special cases for public redevelopment were applied. I am going to do it.

LH·SH holds a briefing session for the residents of the candidate site, explains the results of the business feasibility analysis, such as the outline maintenance plan established during the review of the candidate site, the estimated contributions derived based on this, and the proportional ratio, and collects residents’ opinions. A designation agreement will also be obtained.

The Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government are planning to quickly review the zoning conditions and outline maintenance plans for 47 of the 56 new zones that participated in the 2020 competition, excluding those that are not subject to the competition, such as urban regeneration areas, and select candidate sites by the end of March.

Meanwhile, the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government decided to take measures to prevent the inflow of speculative funds into public redevelopment projects in the future.

We plan to promote the designation of land transaction permission zones in order to prevent speculative transactions from occurring or rapid increase in land prices for the existing maintenance zones selected this time, and public redevelopment candidates for new zones to be selected this March will be announced at the time of public offering.
