An accident occurred in Gapyeong-gun, Gyeonggi-do, where an unleashed dog biting a citizen while walking a dog and his dog. According to the Gyeonggi Gapyeong Police Station, the accident occurred on the promenade near the golf course located in Gapyeong, Gyeonggi-do around 6:20 pm on the 28th of last month.

Victim A, a 31-year-old couple, said they found Rottweiler running while walking with their dog, Beagle. The dog, classified as a blind dog, quickly ran into Mr. A’s beagle from about 200m away. Mr. A was wrapped up to protect his dog, and the blind dog struck A and his dog together, biting the guardian’s face, abdomen, and fingers.

Mr. A was bleeding with a wound on the eyes and cheeks of his face, and 10 stitches were sewn to suture. The dog was also attacked by a dog, and the abdomen was sutured with 3 stitches. Rottweiler is a highly aggressive species and is currently one of the five government-designated dog dogs.

Mr. A’s wife, who witnessed the situation at the time, claimed, “I thought I would be waiting for it, because both the dog and the guardian were bleeding, but I was running away.” He added, “At the time of the incident, the guardian of the dog came running saying that the leash was loose, but he was holding the leash in his hand.

The trail where the incident occurred is a place where dogs not wearing a leash are prohibited from passing. There is no video at the time of the accident because there are few people and there is no closed-circuit TV near the incident site.

After receiving the report, Gyeonggi Gapyeong Police Station began to identify the guardian of the dog. A police official said, “We will secure CCTV at the golf course management center to find out the facts of the report by looking for guardians of dogs who enter the trail.”

The Animal Protection Act, revised on the 13th of last month, requires that aggressive Rotweilers, Doidogs, American Pit Bull Terriers, American Staffordshire Terriers, Staffordshire Bull Terriers and their hybrids be muzzled outdoors and have liability insurance. If insurance is not signed after the 13th, a penalty of less than 3 million won will be imposed.
