There is also interest in President Moon Jae-in’s appointment of Kim Jin-guk, chief of civil affairs, yesterday (4th), replacing chief prosecutor Shin Hyun-soo. It is interpreted that it contains President Moon’s message to the prosecution. Chief Kim Jin-guk served as a lawyer when former President Roh Moo-hyun was investigated by the prosecution. When Roh passed away, the lawyers at the time strongly criticized the prosecution.

On April 30, 2009, former President Roh Moo-hyun stood at the prosecution photo line.

The prosecution summoned him to investigate charges of receiving money from former Taekwang Industries Chairman Park Yeon-cha.

23 days later, former President Roh passed away.

At the time, however, the lawyers of former President Roh were President Moon Jae-in, Minister of Public Administration and Security Jeon Hae-cheol, and the new senior civilian Jeong-guk Kim Jin-guk.

The three served as Secretary General, Chief Min Jeong, and Legal Secretary at the Blue House of the Roh Moo-hyun administration.

Among them, Kim also defended the case of former President Roh’s son, Kun-ho.

In this situation, when former President Roh passed away, a group of lawyers, including Chief Kim, criticized the prosecution.

He criticized him for being “investigating according to the law”, saying, “I curse the deceased twice for avoiding responsibility,” and saying that it was a’mixed-up target investigation’.

Later, after the Moon Jae-in administration was launched, Chief Kim was appointed as a member of the audit committee.

It is known that he made a different voice than Choi Jae-hyung, director of the Audit and Inspection Office, regarding the early closure of the Wolseong nuclear power plant.

As such, it is analyzed that it is of great significance to letting out the former prosecutor, Min Jeong, and taking Kim as the Blue House.

The intention is to leave the role of finalizing the reform of the prosecution at the end of his term as well.

An official at the Blue House said, “Wouldn’t it be natural for the President to work with someone who knows exactly what the intention is in this situation?”

Meanwhile, Shin Hyun-soo, who was the first prosecutor of the current government and tried to reconcile the conflict with the prosecution, was replaced after two months and acquired the modifier’the shortest-name chief’.
