‘Responsible for the Busan Underground Road Disaster’… First arrest of public officials related to disaster

The first case of a public official in charge of a working department was arrested in connection with a disaster accident involving human injury. In the case of an accident in which three people died due to a record rain that fell in Busan in the summer of last year, the underground roadway was submerged in water, the prosecution directly charged the official in charge of the accident. A warrant was issued to one out of two public officials for whom an arrest warrant was requested.

Six cars were trapped in the accident, killing three and injuring four.

The Busan District Law issued a warrant to Mr. A, a public official at the Dong-gu Office in Busan, yesterday (9th) on charges of business manslaughter.

This is the first case of a disaster-related official arrested for the first time.

The other person on whom the warrant was claimed was dismissed for reasons such as controversy.

According to an audit conducted by the Ministry of Public Administration and Security, conducted immediately after the accident, officials in charge of the Dong-gu Office did not follow the guidelines to block vehicle traffic in the underpass with high risk of flooding.

Previously, the police handed over the former Busan Mayor Byeon Seong-wan, who had left the office as an official after finishing an external meeting on the day of a heavy rain, to the prosecution on charges of abandonment.

In addition, two Dong-gu Office officials and one Busan city official, who wrote the minutes of the meeting, were also sent to the prosecution for prosecution.

The prosecution, which conducted reinforcement investigations such as seizure and search of Busan City Hall, plans to prosecute eight people, including public officials who were arrested, on charges of negligence in business and writing false official documents.
