According to the Korea Remodeling Association on the 10th, LG Metro City (7374 households) formed a committee to establish a remodeling housing association at the end of last year. It is the first apartment complex to be remodeled in Busan. Following the recruitment of maintenance and design companies, the Promotion Committee plans to obtain approval for the establishment of the association based on temporary design and estimated contributions of residents. After that, the construction company selection and the first safety diagnosis procedure are followed. With the order for the remodeling service of the new town in Haeundae-gu, the’Buddha’ is being formed.

In Daegu, Woobangcheong Sol Mansion Apartment (194 households) in Beomeo-dong, Suseong-gu, formed the association establishment promotion committee. The enthusiasm for remodeling, which was promoted mainly by Seoul and the first new city, is spreading to metropolitan cities. In the metropolitan area, the number of apartment complexes that have been approved for establishment of a remodeling association or are scheduled for the inaugural general meeting amounted to 54,551 as of December last year.

Remodeling is a method of increasing the number of houses by increasing the area or the number of floors while maintaining the structure of the apartment. Although it is difficult to receive a D (conditionally acceptable) or E (defective) grade even if the reconstruction exceeds the standard period of completion of 30 years, remodeling can be carried out if it is more than 15 years of completion. If it is B or higher among the maintenance and repair grades (A to C) in the safety diagnosis, vertical extension to increase the number of floors is possible. Vertical extension can add up to 3 more floors (2 floors for 15 floors or less). General sales of the increased number of households (15% compared to the previous number) are also possible. If it is C or more, it becomes horizontal extension. There is no obligation to supply rental housing and is not subject to the excess profit return system.

However, it does not mean that you can get permission unconditionally after the standard period exceeds 15 years. This is because the government’s regulatory stance is strong over whether to allow vertical extension, the core of the remodeling, and the removal of the bearing walls between furniture. In the case of civil servants complex 3 and 4 in Neti Village, Bundang-gu, Seongnam-si, Gyeonggi-do, which has undergone vertical extension remodeling since 2014 and passed the first safety check, it was judged inappropriate in the second stability review last month. So far, the only place that has received permission for vertical extension remodeling is Seongji Apartment in Songpa-dong, Songpa-gu, Seoul, which received approval for the business plan in February last year.

The Ministry of Land, Infrastructure and Transport is currently delaying the announcement of research services on whether to allow the removal of the bearing walls. Demolition of the bearing wall is the core of the apartment remodeling market. Most of the middle-rise apartments over 15 years of completion in Korea have a wall-type structure (with no separate columns) and a two-bay plan. When remodeling, the bearing wall between furniture and furniture must be removed to expand the space to the side to create a 4-bay plan (room, room, living room, and room layout in front of the apartment).
