“Relieve home worries, increase local vitality” New Year’s work plan announced by the Ministry of Land, Infrastructure and Transport

[이코노믹리뷰=이소현 기자] The government is planning to speed up the promotion of housing supply measures to supply more than 2 million units in the metropolitan area. In addition, the GTX-D route plan will be finalized within the first half of this year and the balanced national development of the wide area transport network will be strengthened.

On the afternoon of the 16th, the Ministry of Land, Infrastructure and Transport (Ministry of Land) reported on the New Year’s work plan containing such details in a report on the presidential work conducted by video conference between the Blue House and Sejong Office. This work plan was composed with the concept of’less home worry, more local vitality, and more innovation’.

The four major tasks of this year’s work plan are ▲ realizing inclusive housing stability through housing innovation ▲ balanced national development in which the local and metropolitan areas co-exist ▲ innovation in the national land transportation industry for a leading economic leap forward ▲ powerfully promoting the Korean version of the New Deal ▲ Land Transportation Protection of the lives of the people in the field is presented.

2.4 Steps to discover candidates for countermeasures…’Maintain’ the cash settlement policy

The previously announced housing supply measures are included in this work report as a plan for’residential innovation’. If the Ministry of Land, Infrastructure and Transport’s housing supply plan is promoted smoothly, it is expected that more than 2 million units will be supplied to the metropolitan area, including Seoul.

As contained in the’Princess Leadership 3080+’ (2.4 Supply Measures) announced on the 4th of this month, 836,000 units will be supplied nationwide, including 320,000 units in Seoul, mainly in metropolitan areas by 2025. In addition, the supply of 1.27 million units in the metropolitan area, including an additional 132,000 units in the Seoul area according to last year’s’Measures to expand housing supply in the Seoul area and other areas’ (Aug.4 supply measures), is in progress with the goal of pre-sale in 2028.

2.4 Supply measures are currently in the stage of finding candidate sites. As a follow-up measure for this, the Ministry of Land, Infrastructure and Transport plans to introduce Fast Track for public-led maintenance projects, and promote the project proposal and promotion for the urban public housing complex project, which is part of this project, with the goal of selecting a candidate site in July.

It also holds publicity and briefing sessions for residential regeneration innovation districts and small-scale home improvement projects. 2.4 Revision of related laws to promote supply measures will also be underway as early as next month.

The cash settlement policy for public-led maintenance projects is expected to be maintained. According to the Ministry of Land, Infrastructure and Transport, after the 4th of this month when the supply plan was announced, new buyers must pay cash without receiving the right to sell new apartments if they are designated as public direct implementation maintenance projects or urban public housing complex projects.

As controversy over private property infringement arose over cash settlement, some point out that such a policy could act as a factor that hinders participation in public-led maintenance projects. However, Yoon Seong-won, the first vice minister of the Ministry of Land, said, “There is a need for public interest to expand the supply of housing, and there will be no additional supplementary measures,” he said.

The Ministry of Land, Infrastructure and Transport is also planning to finalize a district plan equivalent to 240,000 out of the 1.27 million housing supply plans in the metropolitan area. The main purpose of this housing plan is to supply 70,000 housing units in downtown Seoul, including 770,000 public housing units such as the third new city, 300,000 units for maintenance projects in the metropolitan area, and 132,000 units in Seoul, which were added as a measure of 8.4 last year. .

Of these, 8.4 supply measures caused controversy as a series of opposition from local governments and local residents after the designation of new housing sites, but the Ministry of Land, Infrastructure and Transport said that “most development plans are being established, and consultations with related organizations such as local governments are ongoing,” Revealed.

According to this, Taereung CC in Nowon-gu proposed the designation of a public housing district to the Ministry of Land, Infrastructure and Transport by the Korea Land and Housing Corporation, a public housing business operator, in October last year, and specific consultations are underway for the calculation of the sale value of the site. It is reported that the government’s Gwacheon building site has also been discussed with related ministries such as the Ministry of Public Administration and Security since the end of last year.

In the case of the Yongsan Camp Kim, it is preparing procedures for land cleanup after the land is returned from the US military. The Ministry of Land, Transport and Maritime Affairs believes that tangible results will appear from this year, and some of the fast-paced housing sites will be supplied as early as 2022.

Meanwhile, the Ministry of Land, Infrastructure and Transport is also re-establishing housing types such as equity-equipped housing and profit-sharing housing with redemption conditions. The principle is to apply’cheap pre-sale price’ and’sharing price margins’, and a new profit-sharing mortgage will also be introduced to support financing. It will be supplied to urban complex projects and 3rd new cities.

GTX-D route confirmed in June … arterial road expansion

Expansion of wide-area transportation infrastructure for balanced national development is also being promoted. As early as the first half of this year, the 4th national rail network construction plan including the GTX-D route and the basic implementation plan for wide area transportation will be established.

Currently, each local government has proposed a route connecting Incheon Airport to Hanam, Gimpo Airport to Magok, or connecting the route to Namyangju area.

It is also planning to expand traffic infrastructure on arterial roads. Construction of the East-West Expressway (Chuncheon-Sokcho), the second phase of the Honam Express Railway (Gwangju Songjeong-Mokpo), and the opening of the Donghae Line (Busan-Pohang) and Jungbu Inland (Icheon-Chungju) are in progress.

The Ministry of Land, Infrastructure, and Transport plans to expand the Jecheon-Yeongwol, Honam Line (Gimje-Samrye) and Namhae Line (Chilwon-Changwon), and establish a second comprehensive national road network plan and a second expressway construction plan in the first half of this year.

In addition, 15 projects of balanced national development such as roads, railroads, and airports will be carried out with a sense of speed, while mid- to long-term improvement plans for 99 railway stations that are concerned about deterioration and safety accidents will be established by October.

In addition, it fosters innovation growth bases in the metropolitan area. In the first half of this year, the institutional basis for establishing a regional plan will be established, and a high-density innovation district will be created in the city centers of five regional metropolitan cities.

Smart City moved in at the end of this year…

The Ministry of Land, Infrastructure and Transport plans to promote the Korean version of the New Deal to enhance the public’s sense of the innovative services incorporating cutting-edge technologies, while leading the 2050 carbon neutrality through the Green New Deal in the land and transport sector.

First, it promotes the smartization of urban spaces through smart city projects. Busan, the national model city, started moving into a residential complex of 56 households in December this year, and at the same time Sejong completed the creation of a service experience space. In addition, in the first half of the year, a new project to create a specialized city will be prepared by selecting a project site.

The autonomous vehicle pilot operation zone is also operated in six regions, including Seoul, and aims to establish a nationwide autonomous cooperative driving infrastructure with the goal of 2025. In addition, drones will be delivered from islands and mountainous areas within this year, and various drone services will be demonstrated through operation of a special drone zone.

In addition, three major projects to protect people’s lives: traffic safety, industrial safety, and suicide prevention are also implemented. Last year, the number of deaths in traffic accidents per 100,000 people in Korea was 6, higher than the OECD average of 5.6. The goal is to reduce the number to 4.8 this year by establishing a pedestrian-first traffic system and expanding the authority of truck traffic control officers.

In addition, the number of deaths at construction sites, which accounts for half of all industrial accident deaths, will be reduced by more than 20% compared to the previous year. With the number of deaths at construction sites estimated to have increased from 428 in 2019 to 458 last year, the Ministry of Land, Infrastructure and Transport enacted the Special Act on Construction Stability and strengthened the safety management of facilities and buildings.

In order to prevent suicide by residents of public rental housing, a special design for a spatial structure that strengthens social networks is introduced. Within the first half of this year, the relevant guidelines will be revised to open a competition for rental housing designs.
